Regular City Council Meeting <br />Monday, September 22, 2008 <br />Page 8 <br />Mayor Klausing asked that speakers focus on the issues before the Council: <br />whether area improvements could be made without an HIA in place; how best to <br />preserve the housing units, and if imposing assessments was the best solution; <br />rather than more broad-ranged comments. <br />Public Comment <br />Janna Rieck, 2668 MacKubin <br />Ms. Rieck noted that, when she had purchased her unit in December of 2005, she <br />knew full well that this project would become a reality; and further noted that the <br />Association had clearly defined the possibility on all their releases and docu- <br />ments. Ms. Reick advised that she was an owner of one of the larger, end units, <br />and assured the City Council and other property owners that the only item being <br />paid for by all property owners was additional siding for that end wall; and further <br />advised that any additional insulation, or other improvements would be totally her <br />responsibility, and that she would gladly bear that responsibility, as it would ulti- <br />mately and primarily benefit her. <br />Ms. Rieck acknowledged that the units were not "green" now, with most units <br />having windows from the original 1969 construction; however, noted that other <br />improvements could not be made by individual property owners without assis- <br />tance and establishing an HIA. Ms. Rieck opined that the consultant had done a <br />phenomenal job in setting up specifications for the project and in making sure as <br />many eco-friendly options as possible were available. <br />Ms. Rieck, as an owner in Westwood Village I, asked for the City Council's re- <br />spect for the majority decisions made by property owners in this ongoing process <br />to-date; and for financial support in restoring the units to help make Roseville an <br />attractive destination. Ms. Rieck alluded to the many amenities of the commu- <br />nity; and opined that she was waiting to see if her government that she voted for <br />would support her endeavor to have a strong, valuable property and home along <br />with the other unit owners in the Westwood community. <br />Maureen Dalens, 2664 MacKubin Street <br />Ms. Dalens advised that she was speaking as a representative of several smaller <br />townhome unit owners; and provided front and rear exterior elevations of those <br />smaller units. Ms. Dalens opined that, if approved under the new declarations, <br />those property owners would be hurt financially, and would be subsidizing the <br />larger units. Ms. Dalens sought to substantiate these issues by reviewing addi- <br />tional roof area, gutters, soffits and fascias; additional decking; and other areas <br />requiring additional siding. Ms. Dalens opined that, in fairness, each home should <br />pay for only its own costs, as per the original documents; with 42 units being lar- <br />ger, and only six being smaller units. <br />
