Call Roll <br />Mayor Klausing called to order the regular meeting of the Roseville City Council at ap- <br />proximately 6:00 p.m. and welcomed everyone. <br />Voting and Seating Order: Willmus; Roe; Ihlan; Pust; and Klausing. <br />City Attorney Jay Squires was also present. <br />2. Approve Agenda <br />An amended Agenda was provided as a bench handout for tonight's meeting, adding <br />Consent Agenda Item 7.g entitled, "One Day Off-Site Gambling Permit for Ramsey <br />County Bar Foundation." By consensus, the agenda was approved as amended. <br />3. Public Comment <br />Mayor Klausing called for public comment by members of the audience on any non- <br />agenda items. No one appeared to speak. <br />4. Council Communications, Reports & Announcements & Housing and Redevelop- <br />ment Authority (HRA) Report <br />a. Quarterly Housing and Redevelopment Authority Report <br />Community Development Director Patrick Trudgeon and Housing Coordinator <br />Jeannie Kelsey provided the Quarterly Update of the HRA, based on the HRA's <br />Strategic Plan for "A hand up, not a hand out." <br />Mr. Trudgeon and Ms. Kelsey expanded on various components of the update; <br />successes of the energy efficiency workshop held in September; distributed to the <br />City Council, and noted available to the public and on the City's website, infor- <br />mation on the Neighborhood Energy Consortium; and announced the tax credit <br />approval for partial funding of the HarMar Apartment project. <br />Ms. Kelsey reported on the "new and improved" Roseville Home and Garden Fair <br />scheduled on February 21, 2009 and the expanded times from 9:00 a.m. to 3:00 <br />p.m.; and program components including, "Living Smarter;" "Energy and Envi- <br />ronmental Sustainability;" "Home Improvement;" and "Gardening for Healthy <br />Living" through working with a professional consultant to recreate the Home and <br />Garden Fair and how to re-brand it. Ms. Kelsey noted that additional information <br />was available on the City's webpage, under the HRA, identified at <liv- <br />ingsmarter.org>. Ms. Kelsey advised that the program had been expanded into <br />
