Regular City Council Meeting <br />Monday, October 27, 2008 <br />Page 2 <br />three categories of gardeners; and that eight sponsors out of goal of ten sponsors <br />had already committed to the Fair, already exceeding last year's six sponsors. <br />Mr. Trudgeon reviewed the HRA's Neighborhood Enhancement Program, noting <br />that staff would return to the City Council in November to present more detailed <br />information on the City's Code Enforcement program. Mr. Trudgeon noted that <br />four neighborhoods -chosen at random -had been targeted and inspections com- <br />pleted, and provided statistics on the 1900 properties observed; reduction in num- <br />ber of violations as the program progressed, relatively positive feedback from the <br />program, and appreciation of how the message was being communicated. Mr. <br />Trudgeon noted that the program had proven to be low cost to implement and <br />process, based on hiring of seasonal personnel. <br />Discussion among staff and Councilmembers included varying ranges of viola- <br />tions; status of foreclosures in Roseville and staff's work with Ramsey Council in <br />more expeditious information and ongoing monitoring by staff of potential grant <br />funds and program guidelines for purchase of foreclosed homes. <br />Mr. Trudgeon advised that the HRA's 4~' quarter work plan included finalizing <br />their 2009 budget; continued marking of Housing Resource Center services; <br />multi-family housing program details; and continued work on upgrading the <br />Home and Garden Fair. <br />Further discussion included differences in tax credit programs and bonding for the <br />HarMar Apartments and Centennial Garden Apartments; relocation requirements <br />and conditions based on state law; due diligence by staff and the City Council on <br />future issues and work yet to be completed; and funding allocations through the <br />HRA for the HarMar Apartment project. <br />Councilmember Ihlan opined that she would be more comfortable with the City <br />Council having approval authority, along with the HRA, to ensure City policy is <br />consistent with monies being expended. <br />Councilmember Roe opined that, while the HRA is the appropriate group to <br />monitor and allocate funding for such projects, they should seek consensus with <br />the City Council, specific to bond issues, on any policies and/or procedures <br />needed to be implemented for future projects well before those projects are <br />brought forward. <br />Mayor Klausing thanked staff for the HRA quarterly update. <br />5.
