Regular City Council Meeting <br />Monday, October 27, 2008 <br />Page 11 <br />27, 2008, at an estimated cost of approximately $5,000.00; and further directing <br />that the property owner be billed for all actual and administrative costs; and if <br />those charges remain unpaid, staff is to recover costs as specified in Minnesota <br />Statute, Section 407.07B; with costs to be reported to the City Council following <br />the abatement; amended to exclude the staff recommendation to assess charges <br />over afive-year period at an interest rate to be determined by the Finance Direc- <br />tor. <br />Councilmember Ihlan spoke in support of the motion, as amended; however, <br />opined that she supported providing relief and would support the motion as rec- <br />ommended by staff for assessing the charges over afive-year period. <br />Roll Call <br />Ayes: Willmus; Roe; Ihlan; Pust; and Klausing. <br />Nays: None. <br />13. Business Items -Presentations, Discussions <br />a. Third Quarter Financial Report <br />Finance Director Chris Miller presented the City's 2008 -third quarter Financial <br />Report for the period ending September 30, 2008 (un-audited), with comparisons <br />on an aggregate and selected funds basis. Mr. Miller opined that revenue and ex- <br />penditures were trending as anticipated, while recognizing the volatility of energy <br />and fuel costs. Mr. Miller further opined that he saw no particular areas of con- <br />cern; however, he noted the recent downturn in global and national economies, <br />and suggested pause to consider implications to the City of Roseville in the short <br />and long-term. <br />Discussion included expenditures above expected levels in the Community De- <br />velopment Department Fund summary, primarily due to additional costs for two <br />additional Comprehensive Plan Steering Committee meetings and timing of bills; <br />adherence to the original contract entered into with HKGi; and property values <br />impacting 2010, rather than 2009 budgets. <br />Further discussion included tax base and property value shifts and off-sets, <br />whether in residential or commercial properties. <br />14. Comprehensive Plan Deadline Administrative Extension <br />Councilmember Ihlan, due to the time-sensitive nature of the Metropolitan Coun- <br />cil's administrative extension deadline of November 1, 2008 sought discussion of <br />this item on tonight's agenda. <br />
