Regular City Council Meeting <br />Monday, October 27, 2008 <br />Page 16 <br />lowed for the City to put in place official controls, allowing for a systematic re- <br />view of those Master Plans appropriate for inclusion in the Comprehensive Plan, <br />also through 4/5 vote of the City Council at that time and after the newly-elected <br />Council was in place. Councilmember Roe opined that this was a reasonable <br />course and should be supported by the community. <br />In addressing the "big box retail" and HarMar Mall situation, Councilmember <br />Roe noted that the issue was debated at length by the Steering Committee, and <br />following substantial input from neighbors of HarMar, the designation had been <br />revised back to "Community Business" designation, with no numerical limitation <br />on square footages. Councilmember Roe opined that, if dissenters continued to <br />hold out for additional preferences, they may "win the battle and lose the war." <br />Councilmember Roe opined that the draft Comprehensive Plan was a good draft, <br />and while possibly containing several issues that were inflaming political points <br />of view during the election, there was no indication to-date on how those candi- <br />dates stood on those issues. Councilmember Roe spoke in opposition to the mo- <br />tion on a political basis, only supporting it on a purely technical basis. <br />Roll Call <br />Ayes: Ihlan. <br />Nays: Willmus; Roe; Pust; and Klausing. <br />Motion failed. <br />
