Regular City Council Meeting <br />Monday, October 27, 2008 <br />Page 15 <br />that this was a legitimate reason for timing of the final vote, in additional to pro- <br />viding surrounding communities with adequate review time. <br />Councilmember Ihlan spoke to the issue of democracy, opining that with the elec- <br />tion only one week away, the Council should not be making such an important <br />decision when aspects of that action are controversial, in addition to further opin- <br />ing that former Councilmember Kough would not have been supportive of the <br />draft Comprehensive Plan. Councilmember Ihlan noted Ms. Kough's attendance <br />at Steering Committee meetings to relate her husband's wishes, specifically re- <br />garding including the Master Plans in the Comprehensive Plan, not included in <br />the proposed draft, and his desire for reasonable limits on big box retail. Coun- <br />cilmember Ihlan opined that the deciding vote could be provided by anon-elected <br />Councilmember filling former Councilmember Kough's seat, and voting in ways <br />that he would not have voted. Councilmember Ihlan urged Councilmembers to <br />delay a vote on the final plan until January of 2009, opining that any other process <br />was irresponsible and not representative of the overall community and such action <br />would be misleading to and lacking in transparency for the community based on <br />her interpretation of past actions and promises. Councilmember Ihlan opined that <br />this was an incredibly important decision requiring 4/5 vote. <br />Councilmember Roe, as seconder of the motion, based on his support for the ex- <br />tension based and on additional time for other municipality review, expressed <br />concern with subsequent discussion following that motion. Councilmember Roe <br />opined that one of the primary tenets of democracy was that of majority rule; and <br />discussions by Councilmember Ihlan seemed to indicate that, if the right person <br />were to be elected, the outcome would be different and dictate the process to the <br />rest of the democratically elected City Council. Councilmember Roe further <br />opined that those supporting that point of view had yet to offer any constructive <br />solutions. <br />Councilmember Roe opined that there had been numerous compromises achieved <br />throughout the Comprehensive Plan Update process at the Steering Committee <br />level, providing for a draft product very much in line with what the community <br />wanted, even while not providing everyone with their entire list of preferences. <br />Councilmember Roe noted that he hadn't heard from candidates how they would <br />vote, and suggested that residents were not aware of those intents either. Coun- <br />cilmember Roe expressed hope that there would be consensus among at least four, <br />if not all five Councilmembers on the Comprehensive Plan; and questioned how <br />the outcome of the election may change that consensus. ` <br />Councilmember Roe reviewed the actual terms of those compromises arrived at <br />by the Steering Committee, Planning Commission and City Council to-date, in- <br />cluding Master Plans being included in the Plan. Councilmember Roe noted that <br />in the compromise, the City Council would review each and every Master Plan, <br />following Comprehensive Plan adoption, over the nine month review period al- <br />
