Consider enacting an Ordinance to allow the Roseville Police Department to <br />perform Non-criminal Background Checks for the City of Roseville <br />Human Resources Director Eldona Bacon reviewed the request for Council action <br />dated October 27, 2008, noting that the Bureau of Criminal Apprehension (BCA) <br />had recently taken the position that an ordinance was required in order for Cities <br />to continue to use their computerized criminal history information system for <br />specified non-criminal purposes of background checks for licensing, employment <br />and volunteer positions described in the draft ordinance, and to avoid risk to the <br />City. Ms. Bacon noted that, if this ordinance was not in place, personnel would <br />be required to seek use of the system, in person at the BCA site; and advised that <br />it would be more cost-effective and efficient for the City's Police Department to <br />take on this function, with such an ordinance in place. <br />Pust moved, Ihlan seconded, enactment of Ordinance No. 1378 entitled, "An Or- <br />dinance Amending Title V, by Adding Section 509 to the City of Roseville City <br />Code, Regarding Background Checks." <br />Councilmember Willmus clarified that this background check was used for those <br />being hired or volunteering for the City; and not private businesses. <br />Ms. Bacon concurred, noting that when doing licensing, the City performed <br />criminal background checks at that time. <br />Roll Call <br />Ayes: Willmus; Roe; Ihlan; Pust; and Klausing. <br />Nays: None. <br />10. Public Hearing for Damico & Sons On-Sale Wine and On-Sale 3.2 Liquor <br />Licenses <br />Mayor Klausing opened the Public Hearing at 7:36 p.m. <br />Finance Director Chris Miller summarized the application, as per the request for <br />Council action dated October 27, 2008. <br />Councilmember Roe sought information as to whether the applicant had chosen to <br />participate in the City's optional server training program. <br />
