Planning Commission Meeting <br />Minutes – Wednesday, February 06, 2008 <br />Page 10 <br /> <br />applicant on the building itself, and opined that it would reflect well on Rainbow and be <br />a nice addition to the community. <br />Commissioner Bakeman reiterated a comment made by Mr. Maschka regarding the <br />McGough project, that upgrading initiates further improvements. <br />Commissioner Wozniak sought comment from the developer as to their intent to <br />incorporate LEED standards and energy efficiencies; expressing his personal interest <br />in those being incorporated into the design. <br />Mr. Baum indicated that the majority of the building would qualify; however, he <br />advised that it was not Roundy’s policy to spend additional funds to get a Certificate <br />for display, but would seek to incorporate energy efficiencies where ever possible for <br />the benefit of all. <br />Mr. Paschke noted that staff hasn’t required that the building be LEED Certified; but <br />that designs incorporate those standards to attempt to be “green-friendly” to achieve <br />those goals. <br />MOTION <br />Member Doherty moved, seconded by Member Boerigter to RECOMMEND <br />APPROVAL OF The REZONING AND GENERAL CONCEPT PUD submitted by <br />Roundy’s for 1201 – 1211, and 1215 Larpenteur Avenue, based on comments <br />ions of Section 6 of the project report dated February 6, 2008. <br />Commissioners noted that green standards had been discussed with and <br />encouraged for the project, anticipating that they would be incorporated in the <br />final plans; and directed staff that these meeting minutes should reflect that <br />discussion and be forwarded in the updated staff report to the City Council. <br />Commissioners further noted that accessibility through the parking lot to <br />Larpenteur Avenue was vital, and encouraged the developer to make the site <br />and accesses as ADA compliance as possible. <br />Ayes: 7 <br />Nays: 0 <br />Motion carried. <br />Chair Bakeman advised that the Case was scheduled to be heard by the City Council <br />at its February 25, 2008 meeting. <br />Chair Bakeman recessed the meeting at approximately 9:00 p.m., and reconvened at 9:07 p.m. <br />d. PROJECT FILE 0010 <br />Consideration of revisions to the City Code creating a mandatory neighborhood <br />open house for all Planned Unit Development (PUD) projects <br />Chair Bakeman opened the Public Hearing for Project File 0010. <br />Mr. Paschke reviewed the staff report and recommendation to approve a Zoning <br />Ordinance Text Amendment requiring an open house developer meeting for Planned <br />Unit Development applications, and possible other land use applications as deemed <br />appropriate by the Planning Commission. Mr. Paschke noted that this open house <br />would be proposed prior to notification of the Planning Commission Public Hearing, <br />and sought Commission input on identifying the land use applications and/or <br />thresholds for which developer meetings should be required prior to drafting ordinance <br />language. Mr. Paschke noted that it was staff’s intent that this would provide for a <br />mandatory process to provide staff with a codified policy requirement, rather than just <br />a suggestion. <br />Discussion included past practice; notification policies and practices of other <br />metropolitan communities; timing of the open house in relationship to the land use <br /> <br />
