Planning Commission Meeting <br />Minutes – Wednesday, February 06, 2008 <br />Page 9 <br /> <br />Further discussion included the developer’s proposed construction timetable, <br />anticipating razing the building in spring of 2008, with reopening in August of 2008, <br />with double-crew construction work, and inventory and equipment considerations. Mr. <br />Farrel advised that there were positions available in other Roundy’s stores for existing <br />employees at this site, depending on their individual circumstances and preferences. <br />Access to the site was discussed, with the developer advising that the second access <br />point on Larpenteur to the west would be eliminated, and fencing and/or pillars placed <br />in accordance with final walkway and access points. <br />David Baum, Architect on Project <br />Mr. Baum reviewed experiences learned at other stores, and drive lane locations. Mr. <br />Baum noted that the new site plan would allow for the rear drive lane behind Roundy’s <br />and the Shopping Center to align, as well as the drive lane on the south of the lot that <br />connected to the Shopping Center. Mr. Baum reviewed sidewalk locations and <br />linkages, including those to the apartments on Fernwood, as well as to the bus stop <br />on Larpenteur; installation of a ramp for handicapped access from Larpenteur, due to <br />the slope of the site, and to meet ADA guidelines without steps. Mr. Baum clarified <br />that the entire Roundy’s building had been moved south approximately fifteen feet <br />(15’), with a deeper loading dock. <br />Mr. Paschke submitted to Chair Bakeman for the record an e-mail received by staff in <br />opposition to the project. Mr. Paschke noted that staff had received a number of <br />phone calls in support of the project, and that the only opposition expressed to staff <br />was the e-mail presented to the Chair. <br />Chair Bakeman noted that the Commission had received an e-mail from a resident <br />speaking in support of the project. <br />Mr. Baum displayed elevations of the proposed project. <br />Public Comment <br />Colleen Green, 1735 Chatsworth, Roseville <br />Commissioner Doherty advised that he had received a phone call from Ms. Green <br />expressing disappointment that the movie theater was closing; and also expressing <br />disappointment that the movie theater had not been better maintained over the years. <br />Ms. Green indicated to Commissioner Doherty that she would like to speak to the <br />property owner; and provided staff with a phone contact as appropriate, depending on <br />data privacy determinations as to follow-up. <br />Faith M. Asper, 1005 Idaho Avenue W, St. Paul, MN 55117 <br /> <br />Ms. Asper e-mailed her support for the new Rainbow Foods, while not a Roseville <br />resident, and living four (4) blocks away, she opined that it would be a positive impact <br />to the community, and increase business and visual space. <br />Anne & Thomas Kingston, 1786 Carroll Avenue, St. Paul 55104 <br />Chair Bakeman read the e-mail summarized the e-mail provided to her by staff, in <br />opposition to the project, based on perceptions of a “big box” retailer, or one-stop <br />shop; eviction of the Roseville 4 Theater; and impacts to family businesses in the <br />area. The Kingston’s also expressed concerns about the extent of notice provided for <br />the project, and were supportive of a remodel rather than reconstruction. <br />No one appeared to speak. <br />Chair Bakeman closed the Public Hearing. <br />Commissioner Gasongo spoke in support of the project, suggesting that the applicant <br />purchase additional buildings in the area to further improve the neighborhood. <br />Commissioner Doherty spoke in support of the project, opining that 200 people <br />attending the open house was impressive.
