Planning Commission Meeting <br />Minutes – Wednesday, February 06, 2008 <br />Page 3 <br /> <br />Randy Neprash, 1276 Eldridge Avenue <br />Mr. Neprash asked that, while considering this application, the Commission could <br />resolve another traffic issue in the area, to eliminate one of the driveways into the <br />shopping strip. Mr. Neprash advised that the minimal traffic island in between the two <br />driveways did little to enhance traffic flow, and actually confused traffic. Mr. Neprash <br />suggested striping the lot more effectively, at a minimum, to better define the two <br />areas. <br />Chair Bakeman closed the Public Hearing. <br />Additional discussion among staff and Commissioners included distance requirements <br />for licensing the site, of which staff advised there were none under current City Code, <br />and therefore had not received consideration during staff’s review of the CUP; and <br />background checks of the applicant prior to licensure. <br />MOTION <br />Member Doherty moved, seconded by Member Gasongo to RECOMMEND <br />APPROVAL OF A CONDITIONAL USE PERMIT for Steve Allen for a proposed <br />off-sale liquor store at 2217 Snelling Avenue, to operate in compliance with <br />requirements and regulations established in Roseville City Code, Sections <br />1004.01G; and based on comments and findings of Sections 5 and 6 of the <br />project report dated February 6, 2008. <br />It was the consensus of Commissioners that the land use fit within the CUP category; <br />and noted that, at the City Council level, the well-researched background <br />investigations by the Police Department would facilitate a review of this applicant’s <br />history in operating other facilities (i.e., a store in Minneapolis) for other non-land use <br />concerns. <br />Ayes: 6 <br />Nays: 1 (Gottfried) <br />Motion carried. <br />Chair Bakeman advised that the Case was scheduled to be heard by the City Council <br />at its February 25, 2008 meeting. <br />b. PLANNING FILE 08-001 <br />Request by McGough Construction, in cooperation with property owner PIK <br />Terminal, Inc., for a REZONING AND GENERAL CONCEPT PLANNED UNIT <br />DEVELOPMENT at 2680 Prior Avenue (PIK Terminal) for the purpose of <br />redeveloping into professional office, laboratory, and parking structures. <br />Chair Bakeman opened the Public Hearing for Planning File 08-001. <br />City Planner Thomas Paschke corrected the requested action; noting that the <br />Preliminary Plat was not under consideration at this time. <br />Mr. Paschke reviewed the request of McGough Development, seeking approval of a <br />REZONING AND GENERAL CONCEPT PLANNED UNIT DEVELOPMENT to <br />redevelop the approximately 26-acre PIK Terminal property into a corporate campus <br />consisting of two (2) office buildings; a single-story laboratory; two (2) parking <br />structures and other site improvements. Specifically, the proposal would be <br />designed/developed as a corporate campus and include two (2) six-story office <br />buildings totaling 475,000 square feet; a one-story, 100,000 square foot laboratory; a <br />three-story, 530 vehicle parking structure; a four-story, 903 vehicle parking structure; <br />five (5) surface parking lots totaling 577 stalls, three (3) storm water management <br />areas/ponds, and other site improvements/amenities. <br />Mr. Paschke reviewed various components; possible and alternative scenarios; <br />comments of the Public Works Department and the Planning Commission that would <br /> <br />
