Planning Commission Meeting <br />Minutes – Wednesday, February 06, 2008 <br />Page 4 <br /> <br />be incorporated into the staff report to the City Council; and current status of the traffic <br />study review and impacts to the overall system and direct impacts to the Twin Lakes <br />Redevelopment area; as well as a short-term traffic mitigation study attempting to <br />identify costs of infrastructure to accommodate redevelopment of the area and cost <br />allocations based on those items addressed in the AUAR. Mr. Paschke noted that <br />staff would be making a presentation to the City Council on those findings at their <br />February 11, 2008 meeting. <br />Mr. Paschke advised that to-date, staff’s review had been directed toward the general <br />concept plan; discussing areas that may require additional discussion or study with <br />developer (i.e., pedestrian connections; design and planning principles); and that <br />tonight, questions and comments of Commissioners and the public were being <br />sought, with requested continuance of the Hearing to the March Planning Commission <br />meeting, in order for staff to provide responses and further refinement to the project, <br />incorporating. <br />Discussion included Section 6.3 of the staff report and the analysis to-date through <br />the AUAR as a guiding environmental document and what mitigations may be <br />necessary, which will be reported by staff to the Commission in their next report; <br />estimated number of employees projected for the corporate campus at 2,000; the <br />history of McGough construction, a Roseville firm, as a quality firm with quality <br />projects; and if and how this development would drive additional and adjacent <br />developments. <br />Further discussion included the proximity to the lake and park of this proposed <br />development; phasing of additional development in the area as driven by the market, <br />and amount of interest being expressed by developers for the area; and how to <br />ensure a balance of housing to commercial in today’s marketplace. <br />rd <br />Applicant, Mark Fabel, Project Manager, McGough Development, 8170 33 <br />Avenue S, Bloomington, MN <br />Mr. Fabel introduced project team members present at tonight’s meeting to respond to <br />questions of the Commission and public, including Joe Samuel, RLK; Bake Baker, <br />McGough’s in-house architect; and Erin Lysen, Project Manager on the Twin Lakes <br />project. Mr. Fabel noted that McGough Construction, as part of the Twin Lakes <br />Redevelopment Area had held a strong interest in the area for years, and were <br />interested in the development being successful as well. Mr. Fabel advised that it was <br />the consensus at McGough that it was the right time for them to step in. Mr. Fabel <br />advised that it was also consensus at McGough that the area adjacent to Langton <br />Lake and Park was suited to a corporate client, and was attractive to a corporate <br />client due to its visibility and accessibility to freeways and retail amenities, in addition <br />to the Roseville area labor pool. Mr. Fabel noted that this was a very unique site from <br />the commercial development perspective, and it was McGough’s belief that this type <br />of site could attract office uses from the downtown St. Paul and/or Minneapolis <br />business area, and would be marketed as such to that type of corporate client. <br />Mr. Fabel advised that McGough Development had hosted a neighborhood meeting <br />last week, with only eleven (11) people in attendance due in part to frigid <br />temperatures; and expressed interest in hearing more public comment at tonight’s <br />meeting to allow further development of the concept plan for the proposed project and <br />additional cost modeling as they continued to meet with staff to meet city-wide goals <br />as well, and seek ultimate Concept Plan approval. <br />Discussion between the developer and Commissioners included the proposed tenant <br />mix, with the developer anticipating a significant number of the jobs being “head of <br />household” jobs with higher wages; discussion of the proposed laboratory, its location <br />as a single-story, and proposed flexibility of its use; as well as utilizing green building <br />design and construction. <br /> <br />
