Planning Commission Meeting <br />Minutes – Wednesday, June 04, 2008 <br />Page 10 <br />that adjustments could be made in median design that could alleviate some of the <br />issues to split traffic to require a right turn, with no option for a left turn. <br />Commissioner Wozniak recognized Commissioner Martinson’s suggestion; and <br />offered his acceptance of some type of limit for traffic; however, noted that while those <br />concerns could be expressed, they couldn’t be made a condition of rezoning approval. <br />Additional discussion included addressing or remedying traffic issues within the land <br />use approval timeframe and limitations of that approval timeframe. <br />Commissioner Doherty noted that he would support a continuation; could not support <br />approval; but questioned if concerns expressed were sufficient enough to constitute <br />findings of fact for denial <br />MOTION <br />Member Boerigter moved, seconded by Member Best to RECOMMEND <br />APPROVAL of a REZONING of the property at 621 Larpenteur Avenue from the <br />existing B-2 (Retail Business) Zoning District to the proposed B-3 (General <br />Business) Zoning District; based on the comments and findings outlined in <br />Sections 5 and 6 of the project report dated June 4, 2008. <br />Roll Call Vote: <br />Ayes: Martinson; Best; Boerigter (3). <br />Nays: Wozniak; Doherty; Bakeman (3). <br />Chair Bakeman requested that the record clearly reflect the significant issues and <br />concerns addressed by the public and Commissioners: traffic concerns; residential <br />neighborhood impacts; preferred access on Larpenteur; pedestrian way to the bus <br />stop; and other discussion items as referenced above. <br />Commissioner Doherty spoke in support of the project itself; provided those concerns <br />as discussed could be resolved. <br />Chair Bakeman concurred; speaking in support of the concept itself; opining her <br />desire for site plan modifications. <br />Commissioner Wozniak encouraged the applicant to continue working with staff prior <br />to the upcoming City Council meeting. <br />MOTION <br />Member Doherty moved, seconded by Member Wozniak to RECOMMEND <br />APPROVAL of a VARIANCE to Section 1005 of Roseville City Code, that would <br />allow the parking area to encroach into the required setback from the eastern <br />property line; based on the comments and findings outlined in Sections 7 and 8, <br />and subject to the conditions detailed in Section 9 of the project report dated <br />June 4, 2008. <br />Roll Call Vote: <br />Ayes: Wozniak; Martinson; Best; Boerigter; Doherty; and Bakeman (6). <br />Nays: None. <br />Motion carried. <br />Staff advised that the split recommendation of the Planning Commission would <br />proceed to the City Council level. <br />Recess <br />Chair Bakeman recessed the meeting at 8:08 p.m. and reconvened at 8:15 p.m. <br /> <br />
