PLANNING FILE 08-021 <br />Request by Hale Northeastern, Inc. and Meritex Enterprises, Inc. for an Interim <br />Use Permit (IUP) to allow the temporary parking/staging of motor coaches at <br />2280 Walnut Street (eastern parking lot) and temporary signage providing <br />directions to the State Fair Grounds and the Family Motor Coach Association <br />(FMCA) annual convention <br />Chair Bakeman opened the Public Hearing for Planning File 08-021. <br />City Planner Thomas Paschke reviewed staff’s analysis of the request for an Interim <br />Use Permit (IUP) to allow use of the Meritex Enterprises parking lot at 2285 Walnut <br />Street as a holding/staging area for motor coaches and to allow the placement of off- <br />site signage to direct families to the State Fair grounds in accordance with Roseville <br />City Code, Section 1012.09 (Interim Uses). <br />Staff recommended APPROVAL of the request, noting that it was a good use of the <br />IUP process; noting that signage would be sandwich board type, currently prohibited <br />under code, thus the IUP process to deviate from the Comprehensive Plan and zoning <br />requirements. Staff advised that they had received no calls regarding this application; <br />and noted that the applicant’s were from out-of-state, and staff had not felt it <br />necessary for them to be in attendance at tonight’s meeting. <br />Discussion included the applicant’s monitoring and maintenance of signage. <br />Chair Bakeman closed the Public Hearing, with no one appearing to speak. <br />MOTION <br />Member Doherty moved, seconded by Member Martinson to RECOMMEND <br />APPROVAL of the request for an Interim Use Permit (IUP) for Meritex <br />Enterprises and Highcrest Park (2256-2250 Highcrest Road, 2520 Terminal <br />Road, and 2255 – 2375 Walnut Street) and the Family Motor Coach Association; <br />based on the comments and findings outlined in Sections 5 and 6, and subject <br />to the conditions detailed in Section 7 of the project report dated June 4, 2008 <br /> <br />Ayes: 6 <br />Nays: 0 <br />Motion carried. <br />e. Project File 0014 <br />Continued consideration of a Zoning Ordinance Text Amendment of Roseville <br />City Code, Sections 1005 (Business Districts) and 1011 (Nonconforming Uses) <br />to achieve consistency between the City’s requirements and State Statute <br />pertaining to nonconforming uses. <br />Chair Bakeman opened the Public Hearing for Project File 0014. <br />City Planner Thomas Paschke provided as a bench handout a revised staff report, to <br />be attached hereto and made a part thereof, with minor revisions following <br />additional discussion with the City Attorney for clarity’s sake addressed on Page 5 of <br />the staff report, Chapters 10 and 11 (Non-conforming uses), and based on <br />discussions earlier this morning between Chair Bakeman and Community <br />Development Director Patrick Trudgeon. Mr. Paschke advised that, in an effort to <br />provide clarity, it was determined that references to exceptions be separated for <br />residential and all other districts, as provided in the revised text modification <br />presented via the bench handout, and specifically addressing second stories. <br />Chair Bakeman closed the Public Hearing, with no one appearing to speak. <br />MOTION <br />Member Wozniak moved, seconded by Member Martinson to RECOMMEND <br />APPROVAL of the proposed amendments to Roseville City Code, Section 1011 <br />(Nonconforming Uses); in accordance with proposed text modifications of the <br /> <br />
