PLANNING FILE 08-024 <br />Request for Approval of a GENERAL CONCEPT PLANNED UNIT DEVELOPMENT <br />for Presbyterian Homes to expand their office building at 2845 Hamline Avenue <br />Chair Bakeman opened the Public Hearing for Planning File 08-024; and reviewed the <br />Public Hearing process. <br />Associate Planner Bryan Lloyd reviewed staff’s analysis of the request by Presbyterian <br />Homes to expand their office building at 2845 Hamline Avenue (at Centennial Drive), <br />through construction of an addition of approximately 27,000 square feet, along with <br />formal lobbies, conference rooms, staff resource areas, and space for employee training <br />seminars. <br />Mr. Lloyd addressed parking issues; and significant concerns and potential resolution of <br />the proximity of building to southern property line through realignment of the property line <br />with that of the adjacent shopping center through conditions of a development <br />agreement. <br />Staff recommended APPROVAL of the requested GENERAL CONCEPT PLANNED <br />UNIT DEVELOPMENT, subject to conditions detailed in Section 7 of the staff report <br />dated July 2, 2008. <br />Discussion included current underperformance of the shopping center and future visibility <br />of the shopping center with this application; support of the shopping center property <br />tenants of this project; impacts of the shopping center property based on the 2030 <br />Comprehensive Plan; parking requirements of the shopping center now and in the future <br />and related parking requirements for office/shopping center use versus high-density <br />residential use; sidewalks; location of the trash enclosure on Hamline and review of that <br />location by the Design Review Committee (DRC); development of a cross-parking <br />agreement to address future opportunities with adjacent property uses; potential <br />arrangement for periodic use of parking for training sessions and other options to <br />accommodate additional parking for those events; and rehabilitation/future improvements <br />of the parking lot, and broader plans pending. <br />Further discussion included the extent for sustainable or green design elements; and <br />cross-parking easements and/or agreements pending property transfers; and the need <br />for the south property line to be realigned to accommodate a ten foot (10’) building <br />setback. <br />Applicants, Valerie Alt, owner representative of Presbyterian Homes and Services <br />(PHS); and Deb Zarbok, Senior Housing Partners (Development Arm of PHS) <br />Ms. Alt provided a brief review of the growth of Presbyterian Homes, and new assisted <br />living and hospice care initiatives for future operations; fitness center for employees to <br />facilitate wellness programs; and training opportunities for education and learning on a <br />periodic basis. <br />Page 3 of 9 <br /> <br />
