Ms. Alt reviewed parking considerations for existing tenants of the Hamline Shopping <br />Center and the office building, and parking agreements with Roseville Covenant Church; <br />and briefly addressed possible future expansion for senior housing redevelopment of the <br />current Shopping Center. <br />Ms. Alt advised that rain gardens and more green space in the parking lot were proposed <br />to mitigate parking lot runoff and for aesthetic purposes; however, noted that substantial <br />sustainable design was difficult in this commercial project, and referred additional <br />questions and comments to the project’s architect. <br />Roland Swenson, JSSH Architects, Architect for Presbyterian Homes <br />Mr. Swenson reviewed components of the existing building, and proposed addition <br />relative to energy efficiencies; rooftop mechanical units; occupancy sensors for lighting, <br />ADA compliance of the new addition and incorporation into the existing structure; <br />insulated glass; centralization of corporate staff on one site; and exterior elevations to <br />coordinate with the existing structure, while providing more visual interest. <br />Discussion included roofline materials and life expectancy of the existing mansard metal <br />roof; inclusion of two (2) elevators in the building addition centrally located at the main <br />entrance, and maintaining the same floor level as the existing building to allow ease of <br />circulation and make the building fully accessible; on-grade walkthrough and power <br />handicapped entrances; and new restroom facilities and common areas. <br />Commissioners confirmed with the applicant’s representatives that the building would <br />remain on the tax rolls, as noted on Attachment C of the project report; willingness to <br />proceed with a cross-parking agreement when indicated and staff’s request that parking <br />conditions be as broad as possible to allow flexibility for other alternatives not yet <br />considered; confirmation that there was a sidewalk already in place on Centennial; and <br />confirmation by the applicant that this site would serve for corporate staff functions only, <br />as it was not licensed to accommodate patients. <br />Chair Bakeman closed the Public Hearing, with no one appearing to speak. <br />MOTION <br />Member Doherty moved, seconded by Member Martinson to RECOMMEND <br />APPROVAL of a GENERAL CONCEPT PLANNED UNIT DEVELOPEMNT(PUD) for <br />Presbyterian Homes and Services to allow the proposed office expansion at 2845 <br />Hamline Avenue; based on the comments and findings of Sections 5-8; and <br />subject to conditions of Section 9 of the project report dated July 2, 2008; <br /> <br />amended to include the following conditions: <br /> Remove Condition “f” (a possible duplicate building setback requirement) of <br />? <br />the staff report; <br /> The cross-parking agreement is to be recorded separately with Ramsey <br />? <br />County; <br /> Add a condition stipulating that “no patient care is permitted on this site;” <br />? <br /> Add a condition stipulating that “this property will remain on the tax rolls;” <br />? <br /> Revise language of condition “e” of the staff report to stipulate that “The <br />? <br />applicant shall realign the southern parcel boundary, at the discretion of staff, <br />to ensure a minimum of a ten foot (10’) setback between the building and the <br />property line.” <br />Ayes: 6 <br />Nays: 0 <br />Motion carried. <br />Chair Bakeman noted that this case was scheduled to be heard by the City Council at <br />their July 29, 2008 meeting. <br />Page 4 of 9 <br /> <br />
