Planning Commission Meeting <br />Minutes – Wednesday, September 03, 2008 <br />Page 5 <br /> <br />Chair Bakeman advised that the Commission had that document and that it was <br />already in use. <br />Commissioner Wozniak suggested that in the Transportation section, the <br />term “roadways” be changed to “major transit corridors,” to get people out <br />of the automobile mentality. <br />Further discussion included the City’s involvement in determining their <br />current emissions inventory; with Commissioner Wozniak questioning if an <br />“energy inventory” was included. <br />Staff advised that they would check. <br />Chair Bakeman closed the Public Hearing, with no one appearing to speak. <br />MOTION <br />Member Bakeman moved, seconded by Member Doherty to CONTINUE <br />Project File 0004 to the October 1, 2008 meeting. <br /> <br />Ayes: 7 <br />Nays: 0 <br />Motion carried. <br />b. Planning File 08-020 <br />Request by United Properties, in cooperation with the current owners of the <br />property at 2990-2996 Cleveland Avenue, for approval of a PRELIMINARY <br />PLAT and GENERAL CONCEPT PLANNED UNIT DEVELOPMENT (PUD) for a <br />proposed assisted living facility <br />Chair Bakeman opened the Public Hearing for Planning File 08-020. <br />Economic Development Associate Jamie Radel reviewed staff’s analysis of the <br />request of United Properties for approval of a REZONING, PRELIMINARY PLAT, <br />and GENERAL CONCEPT PLANEND UNIT DEVELOPMENT to develop <br />properties at 2990 and 2996 Cleveland Avenue N of the cooperative development <br />(a portion of 3008 and 3010 Cleveland Avenue N with a 93-unit, assisted-living <br />facility. <br />Ms. Radel noted that these approximate 7.3 acre subject properties are currently <br />platted as four (4) parcels (2990, 2996, 3008 and 3010 Cleveland Avenue N, all <br />owned by United Properties. Currently three (3) single-family homes are located <br />on 2990 and 2995 Cleveland Avenue; while two (2) single-family homes are <br />located on 3008 and 3010 Cleveland Avenue; and they are slated for <br />redevelopment as part of the applicant’s senior cooperative project, which <br />received Concept PUD approval by the City Council on June 16, 2007. Ms. Radel <br />advised that the developer’s intent was to create combine the four (4) parcels into <br />two (2), Lots 1 and 2, with dedicated City right-of-way (13.5’) as part of the <br />platting, with senior cooperative project on one lot and the assisted living facility <br />on the other lot. <br />Ms. Radel noted that the proposal for the southern portion of the property would <br />be to develop a 3-4 story elongated 93-unit assisted living facility, integrating <br />several types of senior care, including memory care, assisted living, and <br />independent living units. The proposed building would be located on the eastern <br />portion of the subject property with public entrance from both Cleveland Avenue <br />and the proposed Langton Lake Drive. <br />Ms. Radel advised that staff was proposing an additional thirty (30) parking <br />spaces in the front parking lot, and to increase underground parking to forty-six <br />(46) stalls for a total of eighty-one (81) spaces total to ensure parking was <br />sufficient for residents, staff and visitors, and to accommodate potential use <br />changes in the future, based on the type of care indicated. <br /> <br />
