<br />Planning Commission Board Meeting <br />City Council Chambers, 2660 Civic Center Drive <br />Minutes - Wednesday, October 01, 2008 <br />1. Call to Order <br />Chair Bakeman called to order the Planning Commission meeting at 6:30 p.m. and reviewed the <br />role and purpose of the Planning Commission. <br />2. Roll Call & Introductions <br />City Planner Thomas Paschke called the Roll. <br />Members Present: Commissioners Barbara Martinson, Thomas Gottfried, Jim Doherty, Joe <br />Wozniak, and Chair Mary Bakeman. Commissioner Boerigter arrived at the meeting at <br />approximately 7:30 p.m. <br />Members Excused: Commissioner Andre Best. <br />Staff present: Community Development Director Patrick Trudgeon, City Engineer Debra Bloom; <br />City Planner Thomas Paschke, Associate Planner Bryan Lloyd, and Economic Development <br />Associate Jamie Radel. <br />Chair Bakeman introduced dignitaries in the audience, including former Planning Commissioners <br />and current City Councilmembers Dan Roe and Tammy Pust; Councilmembers Bob Willmus and <br />Amy Ihlan, and members of the Comprehensive Plan Update Steering Committee: Karen <br />Schaffer, John Goedeke, and Gary Grefenberg (and members Roe and Ihlan). <br />3. Review of Minutes <br />MOTION <br />Member Wozniak moved, seconded by Member Martinson to approve meeting minutes of <br />September 3, 2008 as presented. <br />Ayes: 5 <br />Nays: 0 <br />Motion carried. <br />4. Communications and Recognitions <br />a. From the Public (Public Comment on items not on the agenda): <br />No one from the public appeared to speak. <br />b. From the Commission or Staff: <br />No comments. <br />5. Public Hearings <br />Chair Bakeman provided a brief summary of the public hearing process for land use cases before <br />the Commission. <br />a. PLANNING FILE 08-023 <br />Request by Metro Transit, in cooperation with Cent Ventures II and the current <br />owner of the property at 2750 Cleveland Avenue, for approval of a Rezoning to <br />Planned Unit Development (PUD) and a General Concept PUD to allow the <br />development of a park-and-ride transit facility. <br />Chair Bakeman opened the Public Hearing for Planning File 08-023. <br />City Planner Thomas Paschke reviewed staff’s analysis of the request of Metro Transit, a <br />service of the Metropolitan Council, for approval of a REZONING AND GENERAL <br />CONCEPT PLANNED UNIT DEVELOPMENT (PUD) to develop a 1.2+ acre lot in the <br />northeast corner of 2750 Cleveland Avenue into a four-level, 460-stall park-and-ride <br />facility. Mr. Paschke advised that this project was for redevelopment of the former Old <br />Dominion Freight Lines site at 2570 Cleveland Avenue, 4.9 acres in size, and <br />encompassing six (6) lots (or portions thereof), Lots 1 – 3 and Lots 18 – 20, Block B, <br />Twin View. Mr. Paschke noted that the property lies adjacent to Cleveland Avenue <br /> <br />
