Planning Commission Meeting <br />Minutes – Wednesday, October 01, 2008 <br /> <br />Page 2 <br />(west), the undeveloped Iona Lane (north), and the undeveloped Mount Ridge Road <br />(east). <br />Mr. Paschke advised that Metro Transit was working with Cent Ventures II on the <br />purchase of a 1.2+ acre parcel of land in the northeast corner of the parcel, which in June <br />of 2008 was brought before the Planning Commission and City Council as a “sketch <br />plan.” <br />Mr. Paschke summarized the staff report; and advised the Commission that the City had <br />recently received a $530,000+ matching grant from the Department of Employment and <br />Economic Development (DEED) to assist the City with infrastructure and road <br />improvements in the Twin Lakes area. Mr. Paschke further advised that the city, as early <br />as spring of 2009 and with City Council approval, could utilize the grant and other City <br />dollars to construct Mount Ridge Road from County Road C-2 to Twin lakes Parkway and <br />Twin lakes Parkway from Cleveland Avenue to Mount Ridge Road. Mr. Paschke noted <br />that this would negate the need for a temporary access into the Old Dominion parcel or a <br />left turn movement onto Cleveland Avenue. <br />Staff recommended APPROVAL of both proposed actions, as detailed in Section 8.0 of <br />the project report. <br />Discussion included payment by the developer for construction of Iona Lane; <br />infrastructure improvements for Mount Ridge Road through grant and City-matching <br />funds; cost allocation calculations previously established based on trips generated from <br />different projects and their assigned value; and explanation by staff of the Planned Unit <br />Development (PUD) process. <br />Applicant Representatives <br />Architect Matthew Kreilich, Juile Snow Architects, 527 Marquette Avenue, Mpls.; <br />th <br />Civil Engineer, Karen Erickson, Bonestroo; Mr. Pat Jones, Metro Transit, 18525 25 <br />Avenue, Plymouth, MN; Lindsey Shepherd Metro Council Planning (in audience) <br />Pat Jones <br />Mr. Jones noted that Metro Transit was excited about this project; and expressed their <br />enthusiasm in working with staff cooperatively for public infrastructure for Iona Lane. Mr. <br />Jones reviewed the background driving this project and its concept as it related to the <br />Urban Partnership and federal grant funding in the region for infrastructure improvements <br />in addressing transit needs and options along the I-35W and Cedar Avenue corridor. Mr. <br />Jones noted that this is one of three park and ride facilities along that corridor, with others <br />located in Blaine and Lakeville, with the intent to move people through the corridor. <br />Mr. Jones provided an overview of the project, including new technologies for the park <br />and ride ramp and the surrounding area with informational real-time signage to indicate <br />availability of space in the ramp; and comparisons of timing for vehicular versus transit <br />bus times to downtown Mpls., and other options. <br />Karen Erickson <br />Ms. Erickson addressed the requirement of Ramsey County for a right-turn lane into the <br />facility; placement of a sidewalk along the south side of Iona Lane; location of a concrete, <br />12’ side bus lane; movement of the building approximately 12’ from the original concept <br />plan presented to meet setback requirements of the City Engineer and site line <br />requirements; landscaping along the north edge of the building to soften the aesthetics; <br />location of the concrete plaza area and site utilities; and connections to Iona Lane and <br />existing sanitary sewer, storm sewer and water utilities. Ms. Erickson noted that there <br />was a 12’ wide sidewalk planned; pick up on the west side; a bituminous 24’ wide bus <br />lane near the Old Dominion entrance off Cleveland east and north to the site; and <br />reviewed the requirements of the Rice Creek Watershed District for underground <br />stormwater storage on site. Ms. Erickson also briefly reviewed grades on the site from <br />Iona to Cleveland. <br /> <br />
