Variance Board Meeting <br />Minutes – Wednesday, March 05, 2008 <br />Page 3 <br /> <br />Chair Boerigter clarified, for the applicant and her landscape architect, that staff was not charged <br />with mitigating to something less than where the property was currently, but mitigating to the 25% <br />standard per City Code. <br />Commissioner Bakeman spoke in support of lake quality and making sure they remained healthy <br />or improved in quality; and opined her support of the resolution as recommended by staff. <br />MOTION <br />Member Bakeman moved, seconded by Member Martinson to adopt Variance Board <br />Resolution No. 77 entitled, “A Resolution APPROVING A VARIANCE to Roseville City <br />Code, Section 1016 (Stormwater Management), for Elizabeth Braunlin, 358 S McCarrons <br />Boulevard (PF08-006);” to allow the expansion of the attached garage at 358 S McCarrons <br />Boulevard; based on the comments and findings outlined in Section 5, and subject to the <br />conditions detailed in Section 6 of the project report dated March 5, 2008. <br />Chair Boerigter spoke in support of lake quality; and also of Ms. Braunlin’s project and proposed <br />improvement Chair Boerigter opined that the improvements would only serve to increase the <br />value of her property; and encouraged her to work with staff and agencies to accomplish <br />mitigation techniques that would be within her budget, while leading as an example that would <br />encourage her neighbors to follow suit in limiting stormwater runoff. Chair Boerigter noted that <br />everyone was becoming more aware of the issue, and new technologies were available to reduce <br />the runoff and achieve the 25% City Code requirement. Chair Boerigter encouraged Ms. Braunlin <br />to avail herself of the services and resources available, ultimately saving money on design costs. <br />Chair Boeriger spoke in support of the motion and the project. <br />Commissioner Bakeman echoed Chair Boerigter’s suggestion that Ms. Braunlin avail herself of <br />the services offered by City Engineer Bloom and other available expertise, ultimately creating a <br />win-win situation for all parties. <br />Ayes: 3 <br />Nays: 0 <br />Motion carried. <br />Chair Boerigter advised the applicant of the appeal process timeframe. <br />b. PLANNING FILE 08-007 <br />Request by James Johnson, 2271 Marion Street, for VARIANCES to Roseville City Code, <br />§1004 (Residence Districts) to allow a principal structure encroachment into the required <br />setback from a side property line, impervious coverage exceeding allowable limits, and <br />more garage area than Code allows. <br />Chair Boerigter opened the Public Hearing for Planning File 08-007. <br />Associate Planner Bryan Lloyd reviewed the request of Mr. Johnson to allow expansion of the <br />principal structure that would encroach nine feet (9’) into the required setback from a side <br />property line adjacent to a street right-of-way. <br />Mr. Lloyd advised that the published notice for tonight’s Public Hearing indicated that a variance <br />was also being sought for excess garage area, but noted that staff had determined that the <br />proposal did not cause the garage to exceed Code allowances; therefore, a variance to that limit <br />was not being considered. <br />Mr. Lloyd further advised that the published notice also indicated that a variance was being <br />sought for excess impervious coverage to allow for additional driveway area, and that while the <br />applicant may still desire a larger driveway, staff had determined that a reasonable driveway <br />configuration currently existed that did not exceed City Code allowances, and would not support <br />such a variance. Thus, Mr. Lloyd noted that the staff report and attached site plan did not further <br />contemplate a variance to impervious coverage requirements. <br />Mr. Lloyd noted that the property had been platted in the 1930’s, well before current lot size <br />requirements, and at 6,935 square feet was considerably smaller than most residential lots in <br />Roseville. <br /> <br />
