Variance Board Meeting <br />Minutes – Wednesday, March 05, 2008 <br />Page 4 <br /> <br />Mr. Lloyd noted that Mr. Johnson owned the residential property at 2271 Marion Street, and the <br />variance request had been prompted as the existing garage was in the basement of the home, <br />presenting a significant obstacle to one of the homeowners, due to the steeply-sloping driveway <br />from the street, making navigation from the street difficult during snowy or icy conditions. <br />Mr. Lloyd advised that the applicant originally proposed a 1,000 square foot driveway area, <br />approximately 50% larger than could be accommodated with the remaining impervious coverage <br />allowance. However, Mr. Lloyd noted that the site plan attached to the staff report (Attachment <br />#E) illustrated a driveway configuration that would be functional and that would not exceed the <br />coverage limit. Mr. Lloyd advised that, while not ideal, it was a viable option so the driveway <br />would not exceed the 30% impervious coverage, and that such an option would receive staff <br />support. <br />Staff recommended APPROVAL of the request for a nine foot (9’) VARIANCE to Roseville City <br />Code, §1004.016 (Driveway Setbacks), for side yard setback requirements, to allow the proposed <br />principal structure expansion at 2271 Marion Street; based on the comments and findings <br />outlined in Section 5, and subject to conditions detailed in Section 6 of the staff report dated <br />March 5, 2008. <br />Discussion included staff rationale for the driveway job to distance it from the intersection on <br />Minnesota Avenue, leading up to Marion Street; and the original proposed driveway design <br />obstacles due to the proximity to the intersection. <br />Bob Maietta, Temo Sunrooms and Exteriors, representing Applicants (2905 Country Drive, <br />Little Canada, MN) <br />Mr. Maietta advised that he was representing the applicants at tonight’s meeting, as they were <br />unable to attend due to health issues; and that his firm had also submitted the application on their <br />behalf. <br />Chair Boerigter confirmed with Mr. Maietta that the applicant was aware of the 30% coverage <br />rationale and understood the implications for the size and location of the driveway, as <br />recommended by staff. <br />Mr. Maietta advised that he had reviewed staff’s recommendations with the applicants, and while <br />their preference was to get the driveway as close as possible on the north side to avoid the hill <br />and slope that continued to be problematic and had prompted the proposed improvement, they <br />understood staff’s recommendation. Mr. Maietta noted that the applicant’s had been surprised by <br />the measurement calculations, as they had made assumptions that there was more room on each <br />respective side of the lot. <br />Mr. Lloyd advised that, given the broad rights-of-way adjacent to Minnesota Avenue and Marion <br />Street, the property owners had the impression that their lot was considerably than it actually is. <br />Chair Boerigter closed the Public Hearing, with no one appearing for or against. <br />MOTION <br />Member Martinson moved, seconded by Member Bakeman to adopt Variance Board <br />Resolution No. 78 entitled, “A Resolution APPROVING A VARIANCE to Roseville City <br />Code, Section 1004 (Residence Districts), for James Johnson, 2271 Marion Street (PF08- <br />007),” allowing for a nine foot (9’) VARIANCE to Roseville City Code, §1004.016 (Driveway <br />Setbacks), for side yard setback requirements, to allow the proposed principal structure <br />expansion at 2271 Marion Street; based on the comments and findings outlined in Section <br />5, and subject to conditions detailed in Section 6 of the project report dated March 5, 2008. <br />Ayes: 3 <br />Nays: 0 <br />Motion carried. <br />Chair Boerigter advised the applicant of the appeal process timeframe. <br />5.
