Staff recommended APPROVAL of the VARIANCE request to accommodate a new <br />accessory structure and driveway, based on the comments and findings of Section 5 and <br />conditions of Section 6 of the project report dated July 2, 2008. <br />Mr. Lloyd advised that one phone call from a resident receiving mailed notice of tonight’s <br />hearing was in regards to questions regarding storm water mitigation; and advised that <br />staff would advocate for a condition addressing storm water mitigation. <br />Discussion included potential size of the garage from two (2) to one (1) stalls to further <br />decrease the impervious surface coverage; storm water mitigation standards; grading of <br />the site from the driveway to the proposed rain garden. <br />Mrs. Sagert <br />The applicant was present and spoke briefly, requesting that the garden shed remain. <br />Chair Boerigter opened and closed the Public Hearing, with no one appearing for or <br />against. <br />Commissioner Doherty opined that he was not amenable to the shed remaining, based <br />on past practice, and since the applicant would end up with four (4) garage stalls. <br />Commissioner Boerigter opined that, if storm water mitigation was reduced to 30%, <br />removal of the shed was dependent on reaching that percentage. <br />City Planner Thomas Paschke briefly clarified requirements on impervious surface <br />coverage and the storage shed. <br />Commissioner Best opined that the garden shed was very small, and if storm water <br />mitigation percentages were met, he would not require removal. <br />MOTION <br />Member Boerigter moved, seconded by Member Doherty, to adopt Variance Board <br />Resolution No. 80 entitled, “A Resolution approving a Variance to Roseville City <br />Code, Section 1004 (Residence Districts) for Patty and Tom Sagert, 2730 Saint <br />Albans Street (PF08-022;” approving a VARIANCE to Section 1004 of Roseville City <br />Code, to accommodate a new accessory structure and driveway; based on the <br />comments and findings of Section 5, and the Conditions of Section 6 of the project <br />report dated July 2, 2008; <br />amended to include Condition d: Storm water runoff <br />shall be limited to the level consistent with 30% impervious coverage; depending <br />on the soils and slopes on the property, such reduction could be accomplished by <br />directing rain gutters toward the interior of the lot, installing and maintaining a <br />“rain garden” filtration basin, or some combination of these or other measures as <br />approved by the City Engineer. Building permits will not be issued until the City <br />Engineer has approved the storm water mitigation plans <br />Ayes: 3 <br />Nays: 0 <br />Motion carried. <br />5.
