Regular City Council Meeting <br />Monday, November 17, 2008 <br />Page 16 <br />Mayor Klausing sought clarification from Mr. Miller as to whether reve- <br />nue superceded actual IT services. <br />Mr. Miller clarified that the contracts with the 19 jurisdictions served rep- <br />resented anet gain, not a net loss. Mr. Miller advised that the cities under <br />contract met on a quarterly basis; and that across the board cost allocation <br />increases was built into the 2009 budget, and that the added revenue had <br />already been factored in; however he noted that their was still a shortage <br />of local dollars to meet specific Roseville IT needs. <br />Mayor Klausing spoke against the motion, opining that such suggested ac- <br />tions to use reserves undermined the City's solid financial footing; and <br />caused an inability to borrow funds at low interest rates, and only post- <br />poned difficult decisions for future Councils to rectify. Mayor Klausing, <br />specific to this issue, opined that while not a huge revenue producer, pro- <br />viding IT services to other communities provided a better return on local <br />taxpayer monies and allowed the City to provide a better service to the <br />community of Roseville. <br />Further discussion included the use of the $40,000 for replacement of <br />various IT equipment (i.e., computers, printers, network services) and im- <br />pacts to an already extended suggested replacement period and slower <br />processing times for employees. <br />Councilmember Pust noted that her rationale for abstaining from voting <br />was based on her inability to make ultimate decisions based on the limited <br />information and the need to consider ramifications of all suggestions with <br />each other, rather than on an individual basis. <br />Roll Call <br />Ayes: Willmus; Roe and Ihlan. <br />Nays: Klausing. <br />Abstentions: Pust <br />Motion carried. <br />Ihlan Comment #3 <br />Councilmember Ihlan opined that she was not prepared to make a motion <br />this evening on this item until more information on the actual costs were <br />available, and if other funding options were available. <br />Ihlan Comment #4 <br />Ihlan moved, Willmus seconded, removing the $10,000 allocation for a <br />community survey, based on previous City Council discussions and lack <br />of majority support. <br />
