Regular City Council Meeting <br />Monday, November 17, 2008 <br />Page 17 <br />Discussion included funding of this survey from cable franchise fees in the <br />City's Communications Fund and not affecting property tax levies; and <br />fund allocation remaining from the 2008 budget. <br />Mayor Klausing advised that, while largely symbolic as it was not alevy- <br />related item, he would support the motion. <br />Roll Call <br />Ayes: Pust; Willmus; Ihlan; and Klausing. <br />Nays: Roe. <br />Motion carried. <br />Ihlan Comment #5 <br />Councilmember Ihlan noted the significant increases proposed for 2009 <br />over actual expenditures in 2009; and opined that during tight budget <br />times, it should be reduced; however noted that she welcomed additional <br />comment from staff. <br />City Manager Malinen advised that there were a certain amount of ex- <br />penses, particularly with the Police Department and P.O.S.T. Board reim- <br />bursement of expenses. Mr. Malinen noted the significant portion of the <br />City's budget related to Human Resources, and the need to keep personnel <br />training in place. <br />Discussion included unspent, but budgeted amounts applied to the <br />$153,000; annual recurring training to satisfy specific criteria; annual <br />comparisons and projects; ten percent estimated for out-of--state confer- <br />ences, with approximately 65% estimated for metropolitan area training <br />and conferences; senior level training and conferences around the state; <br />and an estimated $5,000 for lodging for those specific conferences. <br />No action taken. <br />Willmus Comment #1 <br />Mayor Klausing noted that the leaf pick up program had been discussed by <br />the City Council repeatedly. <br />Councilmember Willmus requested clarification from Public Works Di- <br />rector Schwartz regarding his previous comments on additional storm gut- <br />ter cleaning than in past years, and referenced previous discussions he'd <br />held with Mr. Schwartz. <br />Mr. Schwartz advised that staff was analyzing the leaf pick up program <br />and the gutter cleaning program to determine labor and resource alloca- <br />
