Regular City Council Meeting <br />Monday, November 17, 2008 <br />Page 19 <br />Mayor Klausing noted that, from recent comments from the Minnesota <br />Beverage Association who was a secondary market, they were looking for <br />additional plastic and aluminum materials; and concurred that additional <br />and updated information be obtained from staff. <br />Willmus Comment #5 <br />No action. <br />Willmus Comment #6 <br />Councilmember Willmus requested clarification of overtime for the recent <br />Republican National Convention (RNC) and if that was included in 2008 <br />overtime calculations, and whether the 2009 budget request could be re- <br />duced accordingly, pending reimbursement from the City of St. Paul. <br />Finance Director Miller noted that the overtime calculation was based on a <br />three year average through 2007. <br />Police Chief Sletner addressed actual overtime expenditures for the last <br />three years; and advised that the City had historically under-budgeted for <br />overtime expenses; and that the 2008 figures were an attempt to more real- <br />istically budget for actual costs. Chief Sletner advised that the anticipated <br />overtime, which was being compensated by the City of St. Paul, had not <br />been used to calculate the 2008 budget. <br />Discussion included retirements and any cost savings that could be found <br />from vacant positions; with staff advising that the fluctuations during the <br />year in hiring and vacancies were taken into consideration when budgeting <br />and most often were a wash. <br />Finance Director Miller advised that staff would review 2008 figures to <br />determine if there was any funding available; but noted that most of the <br />positions were filled when they became vacant. <br />Willmus Comment #7 <br />No action. <br />Willmus Comment #8 <br />No action. <br />Roe Comment #1 <br />No action. <br />Roe Comment #2 <br />No action. <br />
