Mr. Schwartz esti- <br />mated that the subsidy for 1,400 users of the leaf pick up program was es- <br />timated at $7 per user; however, noted that this could vary depending on <br />the weather. <br />Councilmember Willmus opined that this didn't appear to be a necessary <br />program, as staff was cleaning gutters regardless of whether or not a leaf <br />program was in place; and further opined that this program needed further <br />scrutiny. Councilmember Willmus observed that, while this program had <br />been popular for a number of years, it continued to experience declining <br />numbers annually. Councilmember Willmus spoke in support of retaining <br />the compost pile; however, suggested that there are other alternatives and <br />cost saving options. <br />Councilmember Roe opined that he would like to see staffls updated <br />analysis following completion of this year's program; and to discuss a fee <br />structure that would recover currently-expended subsidies, rather than <br />having individual rate payers to the City's storm water program continue <br />to subsidize the program. <br />After discussion, and previous comments from staff regarding their ongo- <br />ing analysis, the Council consensus was to not remove this item from the <br />2009 budget, allowing staff to return to the City Council in the spring of <br />2009 for a more specific look at this program based on additional data and <br />analysis. <br />Willmus Comment #2 <br />No action. <br />Willmus Comment #3 <br />No action. <br />Willmus Comment #4 <br />Councilmember Willmus sought additional information from City Man- <br />ager Malinen regarding current recycling markets, and whether that would <br />impact revenue sharing being received from the current recycling pro- <br />gram. <br />City Manager Malinen advised that he was not aware of impacts from sec- <br />ondary markets; and from his conversations with Recycling Coordinator <br />Tim Pratt, revenue from the revenue sharing was currently in excess of <br />$10,000. City Manager Malinen advised that he would follow up with <br />staff to determine if there had been any more recent changes. <br />
