City of <br />1~1~ <br />~~ <br />Minnesota, USA <br />Regular City Council Meeting <br />Minutes <br />City Hall Council Chambers, 2660 Civic Center Drive <br />Monday, November 10, 2008 <br />1. Call Roll <br />Mayor Klausing called to order the regular meeting of the Roseville City Council at ap- <br />proximately 6:00 p.m. and welcomed everyone. <br />Voting and Seating Order: Pust; Willmus; Roe; Ihlan; and Klausing. <br />City Attorney Jay Squires was also present. <br />2. Approve Agenda <br />By consensus, the agenda was approved as presented. <br />3. Public Comment <br />Mayor Klausing called for public comment by members of the audience on any non- <br />agenda items. <br />a. Gary Grefenberg, 91 Mid Oaks Lane <br />Mr. Grefenberg read his written remarks, expressing concern regarding campaign <br />practices. He opined that there needed to be full disclosure for special interest <br />groups. Mr. Grefenberg asked that the City Council seek ways to require trans- <br />parency through disclosure; and suggested that an advisory group be established <br />to present such disclosure to the City Council or the state legislature. <br />Mayor Klausing thanked Mr. Grefenberg for his comments; and asked that City <br />Attorney Squires report back to the City Council on municipal and state law re- <br />garding disclosure of campaign expenditures; in addition to relevant case law <br />concerning local government's ability to regulate those expenditures, in light of <br />first amendment rights. <br />4. Council Communications, Reports & Announcements & Housing and Redevelop- <br />ment Authority (HRA) Report <br />Councilmember Pust noted that the HRA did not meet in November. <br />5. Recognitions, Donations, Communications <br />a. Recognize Scout Josh Chamberland's Project <br />City Engineer Debra Bloom introduced and expressed her formal thanks to Josh <br />Chamberland, Eagle Scout candidate, for his leadership and organizational skills <br />in coordinating work on the Bennett Lake Shoreline Restoration Project.
