Call Roll Mayor Klausing called to order the regular meeting of the Roseville City Council at ap- proximately 6:00 p.m. and welcomed everyone. Voting and Seating Order: Pust; Willmus; Roe; Ihlan; and Klausing. City Attorney Jay Squires was also present. 2. Approve Agenda By consensus, the agenda was approved as presented. 3. Public Comment Mayor Klausing called for public comment by members of the audience on any non- agenda items. a. Gary Grefenberg, 91 Mid Oaks Lane Mr. Grefenberg read his written remarks, expressing concern regarding campaign practices. He opined that there needed to be full disclosure for special interest groups. Mr. Grefenberg asked that the City Council seek ways to require trans- parency through disclosure; and suggested that an advisory group be established to present such disclosure to the City Council or the state legislature. Mayor Klausing thanked Mr. Grefenberg for his comments; and asked that City Attorney Squires report back to the City Council on municipal and state law re- garding disclosure of campaign expenditures; in addition to relevant case law concerning local government's ability to regulate those expenditures, in light of first amendment rights. 4. Council Communications, Reports & Announcements & Housing and Redevelop- ment Authority (HRA) Report Councilmember Pust noted that the HRA did not meet in November. 5. Recognitions, Donations, Communications a. Recognize Scout Josh Chamberland's Project City Engineer Debra Bloom introduced and expressed her formal thanks to Josh Chamberland, Eagle Scout candidate, for his leadership and organizational skills in coordinating work on the Bennett Lake Shoreline Restoration Project.
