Regular City Council Meeting <br />Monday, November 10, 2008 <br />Page 8 <br />Public Comment <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn questioned why testing and/or purchase of the entire piece of <br />property was needed for the purpose of installing a road that only utilized a small <br />portion of the property. <br />Mr. Klausing clarified that the property owner had approached the City with their <br />request, but that no City Council discussion or ultimate decision had been made at <br />this time as to whether the City as interested in purchasing the entire parcel <br />Mr. Kysylyczyn suggested that the City Council was seeking to acquire the entire <br />property to transfer it to private developers rather than acquiring land fora legiti- <br />mate public purpose and obtaining property legally through Eminent Domain for <br />public purposes. <br />Mayor Klausing opined that he and Mr. Kysylyczyn apparently held different phi- <br />losophies, and noted his preference for avoiding Eminent Domain procedures by <br />seeking mutually-agreed-upon processes. <br />Mr. Kysylyczyn further suggested that there were discussions going on to relocate <br />a Fire Station on that property. <br />Councilmember Pust advised this was the first time she'd heard of such an option; <br />and polled individual Councilmembers as to whether they had heard of a plan to <br />put in a fire station at this location. <br />Mayor Klausing advised that previous discussion had been held at the City Coun- <br />cil level of the need for a fire station in that area; however, he was not aware that <br />this specific parcel had been discussed. <br />Councilmember Roe advised that he had just wondered to himself earlier today in <br />reviewing Council materials and requested actions, if this would be a good loca- <br />tion for a fire station. <br />Mayor Klausing opined that Mr. Kysylyczyn's attempts to debate with the City <br />Council by suggesting they had improper motives served no public purpose; and <br />advised that Mr. Kysylyczyn was free to suggest any scenarios he so desired; <br />however, he asked that questions or comments be confined to the motion at hand. <br />Mr. Trudgeon clarified that there had not been much discussion beyond general <br />interest of the property owner in selling the entire property; and advised that he <br />was not sure if the owner was willing to break the property apart for a voluntary <br />sale. Mr. Trudgeon noted that, if the City acquired a portion of the property for <br />road right-of--way, it had yet to be determined if the parcel could still function <br />
