Regular City Council Meeting <br />Monday, November 10, 2008 <br />Page 9 <br />with the existing building layout and circulation considerations for a trucking <br />terminal use; and advised that there had been no analysis on the functionality of <br />the property; and questioned who's function or problem that became. <br />Councilmember Roe spoke in support of the motion; opining that past examples <br />should suffice in proving that the City does benefit from knowing environmental <br />conditions of properties; and recalled the difficulties in the City obtaining that re- <br />search and data from purchasers of properties in the Twin Lakes area. Council- <br />member Roe opined that he was not currently in a position to determine the future <br />of the property; and that he had raised the issue of a Fire Station only because it <br />had been discussed in that area in the past. Councilmember Roe, in noting his <br />support of the motion, noted that expenditures would be reimbursed upon sale of <br />the property and/or assessment for redevelopment of properties in the area. <br />Mayor Klausing spoke in favor of the motion, noting that in past discussions, <br />concern of migration of soil contaminants needed to be considered and created a <br />need to analyze the entire parcel, not just a portion of it. <br />Councilmember Ihlan spoke against the motion, referencing a recent newspaper <br />article regarding Twin Lakes Parkway as "Roseville's road to nowhere;" the <br />original intent of connecting Twin Lakes Parkway with Terrace Drive and Snel- <br />ling Avenue prior to recent MnDOT action that such a connection would not be <br />allowed. Councilmember Ihlan opined that construction of Twin Lakes Parkway <br />would only serve to direct additional traffic along Fairview Avenue and into resi- <br />dential neighborhoods. Councilmember Ihlan opined that, before she would con- <br />sider construction of Twin Lakes Parkway, she would insist that such purchase <br />and construction be through a bond issue and be put before voters. <br />Mayor Klausing clarified the requested action was for environmental analysis and <br />investigation and appraisal work, not for purchase of the property. <br />Ayes: Pust; Roe and Klausing. <br />Nays: Willmus and Ihlan. <br />Motion carried. <br />Roll Call <br />13.
