Regular City Council Meeting <br />Monday, November 24, 2008 <br />Page 20 <br />Councilmember Roe clarified, for staff in their further review and recom- <br />mendations, that he was not supportive of deferring maintenance and/or <br />infrastructure, but was supportive of keeping the City's infrastructure vi- <br />able. Councilmember Roe spoke in support of using caution in looking at <br />operational costs to ensure that the City's future was not being sacrificed <br />to make today's decision-making easier. Councilmember Roe recognized <br />that a large part of the City's operational costs were personnel related. <br />Mayor Klausing noted that, while the City was attempting to catch up on <br />deferred costs, he didn't underestimate the severity of the economy and its <br />impact to residents of Roseville. Mayor Klausing opined that, from his <br />perspective, a small amount of pain now in taxes allowed residents to <br />avoid a more substantial pain in the future. Mayor Klausing noted that <br />each individual Councilmember was seeking an effective way to achieve <br />and maintain the goals of the City; however, they had different conclu- <br />sions on how to view and achieve them. <br />14. City Manager Future Agenda Review <br />City Manager Malinen reviewed proposed agendas, via bench handout, for the remaining <br />December 2008 meetings; as well as the January 5, 2009 organizational meeting. <br />Mr. Malinen, for the public and City Council's benefit, noted that the December 15, 2008 <br />meeting would begin at 5:15 p.m. with a public reception and recognition of Council- <br />member Willmus as he finished his appointed tenure. Mr. Malinen also noted that the <br />January 5, 2009 meeting would also begin at 5:15 p.m. with a reception and swearing in <br />of Councilmembers Tammy Pust and Jeff Johnson and comments from both. <br />15. Councilmember-Initiated Items for Future Meetings <br />Councilmember Willmus noted that he had inadvertently missed a notation for 2009 li- <br />cense renewals on the Consent Agenda for "Serene Body Therapy," regarding no renewal <br />of their license in the City of St. Paul, and sought verification from staff if that was at <br />their choice or due to non-renewal by the City of St. Paul. <br />City Manager Malinen advised that staff would review and clarify that renewal applica- <br />tion and advise Councilmembers. <br />Councilmember Willmus sought an update from staff regarding the Comprehensive Plan <br />Update. <br />City Manager Malinen advised that the Planning Commission Public Hearing was sched- <br />uled on December 3, 2008; and further advised that staff was awaiting response from <br />several jurisdictions reviewing the Plan. City Manager Malinen noted that the Compre- <br />hensive Plan was scheduled to come back before the City Council at their December 15, <br />2008 meeting. <br />
