Regular City Council Meeting Monday, November 24, 2008 Page 20 Councilmember Roe clarified, for staff in their further review and recom- mendations, that he was not supportive of deferring maintenance and/or infrastructure, but was supportive of keeping the City's infrastructure vi- able. Councilmember Roe spoke in support of using caution in looking at operational costs to ensure that the City's future was not being sacrificed to make today's decision-making easier. Councilmember Roe recognized that a large part of the City's operational costs were personnel related. Mayor Klausing noted that, while the City was attempting to catch up on deferred costs, he didn't underestimate the severity of the economy and its impact to residents of Roseville. Mayor Klausing opined that, from his perspective, a small amount of pain now in taxes allowed residents to avoid a more substantial pain in the future. Mayor Klausing noted that each individual Councilmember was seeking an effective way to achieve and maintain the goals of the City; however, they had different conclu- sions on how to view and achieve them. 14. City Manager Future Agenda Review City Manager Malinen reviewed proposed agendas, via bench handout, for the remaining December 2008 meetings; as well as the January 5, 2009 organizational meeting. Mr. Malinen, for the public and City Council's benefit, noted that the December 15, 2008 meeting would begin at 5:15 p.m. with a public reception and recognition of Council- member Willmus as he finished his appointed tenure. Mr. Malinen also noted that the January 5, 2009 meeting would also begin at 5:15 p.m. with a reception and swearing in of Councilmembers Tammy Pust and Jeff Johnson and comments from both. 15. Councilmember-Initiated Items for Future Meetings Councilmember Willmus noted that he had inadvertently missed a notation for 2009 li- cense renewals on the Consent Agenda for "Serene Body Therapy," regarding no renewal of their license in the City of St. Paul, and sought verification from staff if that was at their choice or due to non-renewal by the City of St. Paul. City Manager Malinen advised that staff would review and clarify that renewal applica- tion and advise Councilmembers. Councilmember Willmus sought an update from staff regarding the Comprehensive Plan Update. City Manager Malinen advised that the Planning Commission Public Hearing was sched- uled on December 3, 2008; and further advised that staff was awaiting response from several jurisdictions reviewing the Plan. City Manager Malinen noted that the Compre- hensive Plan was scheduled to come back before the City Council at their December 15, 2008 meeting.
