Ms. Friberg opined that she and her neighborhood had ob- <br />served that, when the I-35W bridge collapsed, Paper Calmenson appeared to have <br />no problems with trucks accessing their parcel; and noted the problems in access- <br />ing the road from their residential driveways when the County Road B and TH <br />280 access was reopened. Ms. Friberg spoke in support of a bike path in the area; <br />and noted the lack of maintenance of County Road B, specific to drainage and re- <br />lated issues, by Ramsey County. <br />Written Comment <br />Written comment from Shari Sebastian regarding this project was made part of <br />the Request for Council Action dated December 15, 2008; supporting permanent <br />closure of the intersection of County Road B and 280. <br />Mayor Klausing closed the Public Hearing at 7:23 p.m. <br />12. a. Consider Resolution regarding State Project No. 6241-57R Trunk Highway <br />280 Reconstruction (between County Road B and Broadway Avenue) <br />Mayor Klausing sought input from MnDOT on how to address concerns of Paper <br />Calmenson and incompatibilities with current traffic levels and zoning. <br />Mr. Roy of MnDOT reviewed MnDOT's analysis of the situation when consider- <br />ing the project; crash data; left turn moves; and designs to address those safety is- <br />sues as proposed, and reasonable accommodations provided for loaded trucks to <br />merge onto southbound TH 280 from the Paper Calmenson parcel. <br />Further discussion among Councilmembers, City staff, and MnDOT staff in- <br />cluded confirmation that emergency access and/or evacuation routes were pro- <br />vided; options available for staff to facilitate access and other logistics; and legal <br />processes available to Paper Calmenson if they had lingering issues with access <br />that they felt would impact their business. <br />Klausing moved, Willmus seconded, adoption of Resolution No. 10673 entitled, <br />"Resolution Regarding State Project No. 6241-57R, Trunk Highway 280 (Be- <br />tween County Road B and Broadway Avenue)." <br />Mayor Klausing recognized the valid concerns of both sides of the issue, whether <br />supportive of closure or preferring retaining access; however, when he considered <br />the safety issues, he spoke in support of closure. <br />Councilmember Roe noted his observations upon first moving to Roseville related <br />to that route and its obvious dangers; and opined that it made sense to close the <br />access, while recognizing that such closure would create inconveniences for resi- <br />dential and commercial properties, and encouraged more effective communication <br />
