Regular City Council Meeting <br />Monday, December 15, 2008 <br />Page 13 <br />among those impacted, in addition to communication between MnDOT and Paper <br />Calmenson to work out remaining issues. <br />Councilmember Pust spoke in support of closing County Road B at that point; <br />however, expressed concern in cutting off bike traffic in that location, and was <br />glad that the Larpenteur access would be an eventual solution in making access <br />more bike-friendly. Councilmember Pust encouraged MnDOT to continue hold- <br />ing discussions and seeking solutions to get people out of their cars, as expressed <br />by numerous residents attending the Open House held in September. <br />Ms. Bloom advised that staff would continue to work on bike and pedestrian <br />amenities, and noted that the Larpenteur bridge should be completed in 2009. <br />Councilmember Ihlan opined that it would be helpful to explore greater connec- <br />tivity to the north, as it remained difficult to connect to the Minneapolis trail sys- <br />tem through that industrial area. <br />Roll Call <br />Ayes: Ihlan; Willmus; Pust; Roe; and Klausing. <br />Nays: None. <br />11. b. Public Hearing regarding Use of Electronic Auctions for Unclaimed <br />Property Disposal <br />Police Chief Carol Sletner briefly reviewed the request for Council Action dated <br />December 15, 2008 and the simple request to allow the Police Department to en- <br />ter into an agreement, Attachment A, with ProeprtyRoom.com, Inc., for electronic <br />auction of unclaimed property; and to amend City Code, Section 501.91 to in- <br />clude disposal through electronic online auction. <br />Discussion included staff rationale for requesting work with only this one vendor; <br />continued exploration of options and advantages at this time of using this particu- <br />lar vendor from an administrative cost standpoint; ongoing analysis by staff to re- <br />ceive competitive sales prices and to receive a higher rate of return; and State <br />Statute providing the Chief authorization for dissolution of property up to a cer- <br />tain dollar amount and within a certain amount of time. <br />Mayor Klausing opened the Public Hearing at 7:40 p.m. <br />Public Comment <br />Dick Click, Fairways Lane <br />Mr. Click addressed his personal concerns in frequent outages with Comcast if <br />citizens were bidding on unclaimed property; and interests of the City being met <br />if utilizing that system. <br />
