Roe moved, Ihlan seconded, approval of the FINAL DEVELOPMENT PLANNED UNIT DEVELOPMENT (PUD) for the four-story, 460 vehicle stall Metro Transit Park and Ride Facility. Councilmember Pust sought clarification from staff if the PUD Agreement ad- dressed bike storage amenities. Mr. Paschke advised that there was nothing specific, but that such a provision could be included, and addressed by staff during their review process. Mayor Klausing opined that Metropolitan Transit, as part of their multi-modal transportation system, should be cognizant of the need for including such ameni- ties. Councilmember Pust urged staff to follow through on this provision, without for- mal amendment to the PUD Agreement. Mr. Paschke advised that staff would do so. Presentation of Energy Action Plan Public Works Director Duane Schwartz provided a brief overview of a committee of staff, under the directive of City Manager Malinen in August of 2008, in re- sponse to high energy prices and a review of Roseville's current energy usage and ways to reduce energy consumption and emissions of carbon dioxide city-wide. Mr. Schwartz advised that the staff committee, named REACT (Roseville Energy Action and Conservation Team) met five times over four months; after which they put together a draft, as presented, of their main ideas and recommendations.
