Regular City Council Meeting <br />Monday, December 15, 2008 <br />Page 8 <br />Commissioner Parker noted that the County Commissioner's Agenda for Tues- <br />day, December 16, 2008 included a review of the Library Board's proposal, and <br />determination as to whether the project would go forward for LEED Certification, <br />and whether a temporary facility during construction would be authorized. Com- <br />missioner Parker recognized the action taken by the Roseville City Council in en- <br />couraging the County Board to house the library in temporary facilities during <br />construction; and noted that there was a location in the Twin Lakes area under <br />consideration for temporary facilities. Commissioner Parker noted receipt of <br />$400,000 in state grant funding for the library. <br />Commissioner Parker noted that Ramsey County received a copy of each City's <br />Comprehensive Plan, and commended staff and the City Council for their plan- <br />ning process, and engagement of citizen involvement throughout the process, and <br />the resulting thoughtful recommendations in the final plan. <br />Commissioner Parker noted the work to-date by the Active Living Ramsey <br />County Bike Committee, made up of representatives of municipal staff through- <br />out the County, with City Engineer Debra Bloom serving as the City of Rose- <br />ville's representative on the committee. Commissioner Parker noted the valuable <br />asset Ms. Bloom brought to the committee; and their consultation with national <br />experts in creating model street ordinances, with future accomplishments and <br />goals in making the county's and region's transportation system friendly for pe- <br />destrians and bikers. <br />Commissioner Parker noted that Ramsey County was the only Minnesota County <br />to receive accreditation from the National Recreation and Park Association. <br />Commissioner Parker noted that the County had recently settled their employee <br />contract with AFSME, with other bargaining units close to this similarly recom- <br />mended three year settlement of 3% in 2009, 2% in 2010, and 1.6% in 2011. <br />Commissioner Parker concluded her presentation by noting the most important <br />decision to be made by the Board this year, was in interviewing for a new County <br />Manager later this week, having narrowed the field to seven finalists. <br />Councilmembers and staff held a brief discussion with Commissioner Parker fol- <br />lowing her prepared remarks. <br />Mayor Klausing advised that he would be in attendance at Tuesday's delibera- <br />tions related to the Roseville Library construction project, and invited other con- <br />cerned citizens to attend as well. Commissioner Parker estimated that that agenda <br />item could be heard at approximately 9:00 a.m. <br />
