Regular City Council Meeting <br />Monday, December 15, 2008 <br />Page 7 <br />Councilmember Pust sought clarification that the City would not limit their bid- <br />ding selection from those firms viewing this process as too cumbersome. <br />Mr. Schwartz advised that, typically, the U of MN had found out that lesser per- <br />formers were weeded out as they didn't want to go through the extra work, and <br />that it narrowed the field to more desirable firms willing to provide information <br />from past clients. <br />Klausing moved, Ihlan seconded, authorizing staff to advertise the Request for <br />Proposals for janitorial services for City facilities. <br />Roll Call <br />Ayes: Ihlan; Willmus; Pust; Roe; and Klausing. <br />Nays: None. <br />9. Commissioner Jan Parker will provide a Ramsey County Update <br />Ramsey County Commissioner Jan Parker provided an annual update from the <br />County. Commissioner Parker expressed her enthusiasm for returning before the <br />City Council on this more frequent time frame. Commissioner Parker highlighted <br />specific items related to the County's budget, federal funding requests that could <br />have impacts to the City of Roseville, current road projects, the Roseville Library <br />reconstruction project; Roseville's Comprehensive Plan; and the Active Living <br />Ramsey County Bike Committee. <br />Commissioner Parker spent considerable time outlining the County Budget, pro- <br />posed to increase 3.1 % in 2009, due to reductions in federal and state funding and <br />those unfunded mandates, specifically related to human service and health costs; <br />corrections, and other social services; and potential increases in service demands <br />for those services as the economy worsens. Commissioner Parker estimated that <br />by the end of December 2008, there would be 3,100 foreclosures in Ramsey <br />County, up one-third since 2007, and much more broadly dispersed. <br />Commissioner Parker noted that Ramsey County remained one of only thirty- <br />three (33) counties nationwide maintaining an AAA bond rating; and noted the <br />need to plan ahead, anticipating that 2009 would be a year of challenge. <br />Commissioner Parker noted one positive of the current economic situation could <br />be viewed in the solicitation by the federal government a list of projects to be <br />considered as economic stimulus projects; with the County suggesting projects <br />that included the Rice Street corridor, Highway 36, County Road B-2, and others <br />that could potentially be moved forward, including the Library project. <br />
