Roseville Human Rights Commission <br />DRAFT Meeting Minutes -March 10, 2009 <br />Page 4 of 5 <br />1 <br />2 City Manager Malinen opined that the HRC Mission Statement and functions didn't change, but <br />3 they were being asked to expand their role to encourage those things on behalf of the <br />4 community. <br />5 <br />6 City Manager Malinen said the City Council was attempting to further delineate neighborhoods <br />7 within the community, without doing so by grid, but by natural delineations that may be present, <br />8 but not readily apparent. City Manager Malinen said how potential developments within a <br />9 neighborhood could bring a designated neighborhood together for education, discussion and <br />10 sharing of positive and negative potentials and impacts to that given neighborhood. <br />11 <br />12 Member McGehee opined that the City Council wanted to have a link with specific groups or <br />13 neighborhoods to facilitate redevelopment and that this was not a function of the HRC. <br />14 <br />15 Additional discussion included past partnerships and whether they remained in existence; Park & <br />16 Recreation Commission involvement with festivals; linkage of City efforts and the mission of the <br />17 HRC, rather than attempting to achieve results by further institutionalizing the process; potential <br />18 of assigning specific police officers to specific neighborhoods to achieve more continuity, <br />19 awareness and security; and whether there was any potential in assigning one HRC <br />20 Commissioner to specific areas, similar to voting precincts. <br />21 <br />22 Further discussion included networking and outreach; community connectivity for overall <br />~3 community improvement; relationship with diversity; fostering a more structured environment to <br />24 improve communication mechanisms; potential contact persons in specific neighborhoods; and <br />25 using the talents of the HRC to bring the community and neighborhoods together more <br />26 cohesively, while developing neighborhood support groups. <br />27 <br />28 Member McGehee opined that if this was the route the City Council wished to take, they should <br />29 meet with all advisory commissions to plan and divide the City into groups; but not to make it <br />30 the responsibility of the HRC. <br />31 <br />32 City Manager Malinen noted that the HRC would be the most applicable commission to focus <br />33 others on the goal and to involve other commissions with that focus, and to make that <br />34 recommendation to the City Council. <br />35 <br />36 Commissioners suggested additional thought be given before recommending action, and they <br />37 requested that Malinen refine and clarify expectations of the HRC. <br />38 <br />39 City Manager Malinen said the intent was to add phrases to the HRC Mission to assign the focus <br />40 of this neighborhood enhancement and connectivity as another focus of the HRC; but that the <br />41 intent was not to eliminate human rights. <br />42 <br />43 Member Crump moved, seconded by Member Oftelie, to request further refinement and clarity <br />44 of the intended expectations of the HRC, have further review and consideration of mission <br />45 enhancement for the HRC.
