l�'�, <br />Jy <br />REQUEST FOR COUNCIL ACTION <br />Department Approval <br />�-. <br />Date: 1/12/09 <br />Item No.: 12.d <br />City Manager Approval <br />Item Description: Consider Grass Lake Watershed Management Organization Soard <br />Appointment <br />BACKGROUND <br />The Grass Lake Watershed Management Organization (GLWMO) is a joint powers organization <br />that manages water resources in the northeastern portion of Roseville and southern Shoreview. <br />This includes lakes Owasso, Snail, and Sennett as well as many other smaller water bodies and <br />wetlands. A five-member board appointed by the Roseville and Shoreview City Councils <br />governs GLWMO. Soard members serve three-year terms - with two members from Roseville <br />and two from Shoreview. Appointment of the fifth member is rotated between the two cities. <br />For 2009 the fifth member is appointed by Shoreview. <br />Tracy Mogg's term expired at the end of 2008 and his seat will be filled by the City of <br />Shoreview. Mr. Mogg served for two terms on the Soard. Jim Stark resigned from the Soard in <br />late 2008 due to conflicts with his employment with one year remaining on his term. Doug Root <br />is the other currently serving Roseville member. Staff recently advertised for the vacancy as <br />required by state statute. The City Manager's Office received two applications for this seat on <br />the Soard. Applications were submitted by Daniel Kelsey and Tracy Mogg. The applications <br />received are attached.
