Attachment B <br />Regixlar City Council 1V�eeting <br />Monday, September 22, 20U8 <br />Page 8 <br />Mayor Kla�sing asked that speakers focus on the issues be�ore the Council: <br />whether area improvements could be made without an HIA in place; how best to <br />preserv� the housing units, and i� impasing assessments �as the best sol�tion; <br />rather than more braad-ranged comments. <br />Public Comment <br />Janna Rieck, 2b68 MacK�bin <br />Ms. Rieck noted that, when she had purchased her unit in December of 2005, she <br />knew ful� vvell that this project wauld become a reality; and further nated that the <br />Association had clearly defined the possibility on all their releases and docu- <br />m�nts. Ms. Reick advised t�at she was an owner o� one of the larger, end units; <br />and assured the Citiy Council and other property owners that the only item �eing <br />paid for by a�l property owners was additianal siding %r that enci wa[l; and f�rthe�r <br />advised that any additional insulation, or other improvements wouId be totally her <br />responsibility, and tha� s�he would gladlq bear �hat res�ponsibility, as it would ulti- <br />mately and primarily benefit her. <br />Ms. Rieck acknowledged tha� the� units were �ot "green'' novv, with mast uni�5 <br />having windows from the ariginal 1969 construction� however, nated that o#her <br />improvements could not be made by indiv�dual property owners without assis- <br />tance and establishing an HIA. Ms. Rieck opined that the consultant had done a <br />phenomenal job in setting up sp�cif�cations for the project and in making sure as <br />many eco-friendly opt�ons as possible were available.. <br />Ms. Rieck, as an owner in Westwood Village I, asked £or the City Council's re- <br />spect for tf�e majority decisions made by property owners in this o�going process <br />to-date; and %r financial supparti in restoring ihe units to help make Raseville an <br />attractive destination. Ms, Rieck aIluded to the Ynan}� amenities of the cornmu- <br />nity; and opined that she was waiting to see if her government that she voted for <br />would support her endeavor to have a strong, valuable property and home along <br />with the other unit owners in the Westwoad community. <br />1VYaureen Dalens, 2664 MacKubin Street <br />Ms. Dalens advised that she was speaking as a representative of severaI srrialler <br />towi�hoane unit awners; and provided front and rear exterior �levatians of thase <br />smaller units. Ms. Dalens opined that, if approved under the new declaratians, <br />those property owners wauld be hurt financially, and would be s�bsidizing the <br />larg�r units. Ms. I7a1�n� so�ght to substantiate these issues by reviewing addi- <br />tiona� ro�o� area, gutters, sof�ts and fascias, additiona� decking; and other areas <br />requiring addit�onal siding: Ms. Dalens opined that, in fairness, each home shouId <br />pay for only its owtr costs, as per the original doc�nents; with 42 units being Iar- <br />ger, and anl� six being smaller units. <br />
