Ms. <br />Como th.anked the City CdunciI for considering loaking at the needs af Westwood <br />Village I. <br />Frederick BTanch, 2728 MacKubin <br />Ivlr. Slanch opined that square feet were not necessarily square feet when looking <br />at labor and time required for the unique siding issues on some of the smaller <br />units. Mr. Blanch further opined that this issue could l�e "detailed to death;" bui <br />noted Chat the Board was attempting to make this entire project as f�ir as possible, <br />and that a professional manager was available to assist with the praject. Mr. <br />Blanch asked that, with maj�rity support of the property owners already deter- <br />mined, that the City Council not get m7red in the details; and thanked them for <br />their consideration. <br />Esther Piper, 2712 MacKubin <br />Ms. Piper advised that sh� and her husband Richard came to Westwood Village in <br />February of 1969; a�d throughaut their almost forty (40) years there, the units had <br />received numerous improvemenis for the entire cammunity. Ms: Piper obser�ed <br />that Mr. Ny�aard had spent one entire summer overseeing the road impror�ements <br />for the Village; and ap�ned thati the Westwaod commiinity had alvt�ays been able <br />to come together as a cotnmunity, based on splitting costs equally a�nong the <br />forty-seven {47) units. Ms. Piper opined ihat this irnprovern�nt was very impor- <br />tant for the overall Westwood camrnunity and expressed her concern in hearing <br />the dissention amon� a few residents, when the comrnunity was built on a democ- <br />racy a�d �hat the majority counted. Ms. Piper stat�d that she hoped it did this time <br />as we11. <br />IVlayor Klausing clased th� �'ublic Hear,ing at 7:�8 p.rrr, <br />Councilmerr�l�er Ihlan opined that a lar�ger policy picture was evident for� the Cify; <br />and asked staff where the funding for thLS project would coine from. <br />Finance Director Miller advised that, given the size of the improvements, he an- <br />ticipated recommending to the City Co�ncil issuing a Revenue Bond� but hesi- <br />tated to do so under a GeneraI �bligation Bond, should assessments come up <br />short and create a need to pay off the debt ser�vice with general taxpayer monies: <br />Councilmember Ihlan asked if other taxpayers ar the Ciiy's credit rating would be <br />impacted. <br />Mr. MiIler responded that the City was recommenc�rng that residents be aI�owed <br />to pay their assessments up frc�nt if abie to do so; and that a 1-1/2% administratian <br />
