Mr. Brand apined that his was concern was in all units sharing c�sts for the <br />exterior walls for those units having additional interior s�ding areas unique to <br />thein, creating an unrealrstic cost. Mr. Brand opined that it was very irnportant <br />far their community that this financing accur, and. that there were no other options <br />to improve the property; however, he questioned how the particular speci�ications <br />and bids were allocated amon� praperty owners, specifically the interior siding is- <br />5U�. <br />Don Nygaard, 2658 Mac�ubin <br />Mr. Nygaard, a prafessional engineer and resident, aclvised that he was not on the <br />boarc� at ihis time; however, noted that he had servec� through a riurnber of past <br />projects done in 1996 involving storin sewer, landscaping and other improve- <br />rnents; anc! the last time maj ar staining and painting had been redone was in 2000, <br />at which time a significant a�nount of cedar boards had been replaced due ta rot- <br />ting, thinking that vvas i�e most cas�-effective soltition and that it made sense� at <br />the time. Mr. Nygaard opined that the Board was currenEly seeking ta do a major <br />residing project, rather than continuing to replace ineffective cedar sidin� that <br />�ontinued to deteriorat�. � <br />Mr. Nygaard, speaking from his expertise as ar� engineer, opined t�iat fhis valun- <br />teer Board had done a tremendous amount af d�ligence in researching the project, <br />revising the covenants, and putting everything in place according to current State <br />iaw; and providing for reserves %r future projects. 1VIr. Nygaard spoke to tf�e <br />Board seeking consultatian fram outside parEies �or a full stutiy on the financing <br />aspects ar�d reserves to ensure they were apprapriate over the nExt thirty (30) <br />years; and their hiring of a construction manager to prepare specifications and <br />bids; opining that tliis had pro�ided for an excellent prece of wark and bicis from <br />seven (7) clifferent firms. Mr. Nygaard opined that Westwood Village was a spe- <br />cial place, and as a resident since 1989; he appreciated the design of ihe unifs by a <br />talented architecti; �nd opined that it served as something special Eo the City �f <br />��sevil�e as well, and thanked the City Council %r �heir willingness to work �ith <br />the Westwood community on financing the project to allaw them to da �he project <br />right. <br />Donna Cama, 1629 W Highway 36, Rosewood Vtllage Condominiums <br />IVIs. Como advised that she was not a resident at Westwaod; however, spoke on <br />behalf of the Assaciation to encou��ge the City Counci� ta endor�e t1�is ordi�iance. <br />Ms. Como spoke t� the importance af this ac�ion to other multi-family dwellings. <br />IVIs. Como noted that their cot�dominiums were facing a simzlar situation, and ex- <br />pressed l�er appreciatian to City staff, specificaliy 1VIs. Kels�y and Community <br />Development Director Patrick Trudg�on, for �heir assistance and expertise. Ms. <br />Como noted that their unzts were 37 years old; and were facrng roofing and siding <br />
