Meeting <br />Manday, September 22; 2008 <br />Page 15 <br />Councilmember Willmus opined that this was a difficul� decision for him to <br />mal�e; hovve�er, noted that he definitely had trouble supparting the requested <br />twenty (20) year term; and anything less than 1-1/2% adrninistrative fees. <br />Councilmember I�lan opined that s�e was willing to support creation of an HIA, <br />but would iike further Counci� discussion and consideration of the interna� as- <br />sessment allocations; further opining that this was an appropriate role for the Cit� <br />�ouncil, similar to other assessments they approved: <br />Assessmen� <br />Mayo�- Klausing��c�a discussion on the assessment allocation; recognizing that the <br />Association had been thxough the allocation many times; h�wever, noted that if <br />the Association put themselves in the Citiy Council's p�sition, as representativ�s <br />of the entire community, they woulcE not� the need far their due diliget�ce of the <br />matter. <br />Ms. Kelsey noted that the City Council had received, in their packets, a summary <br />of the s�ecification5 anc� the le�ter f`rorn Load Bearing describing the s�cape of <br />work. <br />Mayor T{lausing opined that he needed additional time to review the materials anc! <br />reconcile stated po�icy with the assessment allocations. <br />Councilmember Rae opined that he was ready to move forwaxd with the ordi- <br />nance, noting that it provided an additional step prior fo imposing t�e fee, with <br />pravisians for paying upfront or via assessments, %llovaing another public hear- <br />ing to adopt a resolutian related to establishing a fe� and the process to be fol� <br />lawed. CounciImember Roe observed that, if necessary, the ordinance language <br />could be amended at the time the resolution assessing �ees was adopted; r�cogniz- <br />ing that tfie Association may have come up with more options by then. <br />Mayar Klausing expressed his interest in having al1 questions and issues ad- <br />dressed at this time, prior ta proceeding with tl�e ordinance establishing and HIA. <br />Councilmember P�st opined that, if she was the contractor still honaring his bid, <br />atid with rising fuel casts, if he didn't see some farward marnent�zn, he was going <br />to remove his bid. Counci�meinber Pust questioned how the City Council could <br />substitute their judgment for that of a group o� property owners. Cauncilmember <br />Pust opaned that the ordinance mo�e farward, nating City Attorney Squires read- <br />ing of State Statute provisions, otherwise the entire project would iall apart due to <br />inaction or further d�lay. <br />Mayor Klausing noted tihat he was noti suggesting that the City Council rework the <br />documents, expressing his respect for the wark done, �iowever, he wanted to make <br />sure he understood aIl of the provisions. <br />
