REQUEST FOR COUNCIL ACTION <br />Department Approval: <br />�� <br />DATE: O1/26/2009 <br />ITEM NO: 12 . d <br />Item Description: Preliminary Approval of 2030 Comprehensive Plan (PROJ-0004) <br />1 1.0 REQUESTED ACTION <br />2 1.1 By resolution, grant preliminary approval of the 2030 Comprehensive Plan and authorize its <br />3 submittal to the Metropolitan Council for formal agency review. <br />4 <br />5 2.0 BACKGROUND <br />6 2.1 The draft 2030 Roseville Comprehensive Plan is the culmination of a year-long planning <br />7 process, which has included significant participation by a City Council-appointed steering <br />8 committee, review by City advisory commissions, and two public open houses. Attached to <br />9 this memorandum is a copy of the draft 2030 Roseville Comprehensive Plan (Attachment <br />10 A). <br />11 <br />12 2.2 On October 1, 2008, the Planning Commission held a public hearing to take public comment <br />13 on the draft Plan. Fourteen people, including residents, property owners, and Steering <br />14 Committee members, spoke regarding the Comprehensive Plan. Attached to this <br />15 memorandum (Attachment B) are the meeting minutes from this meeting. The comments <br />16 generally focused on four issues: the future land use designation of the Target and HarMar <br />17 parcels, the future land use designation of the Twin Lakes area, the definition of the <br />18 Community Business future land use category, and the integration of Master Plans into the <br />19 Comprehensive Plan. <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />2.2.1 Tar�et and HarMar Future Land Use Desi�nation: Five residents and three Steering <br />Committee members spoke against the future land use designation of Regional <br />Business for the Target and HarMar parcels and requested they be designated <br />Community Business. In addition, seven Steering Committee members (out of the <br />thirteen total members) presented a letter to the Planning Commission requesting <br />that the future land use definition for these parcels be Community Business. <br />28 2.2.2 Twin Lakes Future Land Use Desi�nation: Two Twin Lake property-owner <br />29 representatives spoke against the future land use designation of Community Mixed- <br />30 Use for parcels along County Road C and Cleveland Avenue. They spoke in favor of <br />31 reclassifying them as Regional Business. <br />32 <br />33 2.2.3 Communitv Business Definition: The 100,000-square-foot limitation in the <br />34 Community Business definition concerned the Twin Lakes property-owner <br />35 representatives in that this definition is linked to the Community Mixed-Use <br />1 of 6 012609 Approval of 2030 Comprehensive Plan <br />
