Roseville Human Rights Commission <br />Meeting Minutes -April 14, 2009 <br />Page 2 of 7 <br />1 related to ethnicity, class or economic structure; and past HRC cycles in addressing behavior and <br />2 issues within the Roseville community itself, specifically to address the invisibility of many <br />3 diverse groups and how the community could make them more welcome. <br />4 <br />5 Commissioner Grefenberg discussed the validity of expanding recommended subjects for the <br />6 next dialogue (Item. #4 of the Summary of the 2008 Dialogue) from "Stereotypes as it relates to <br />7 ethnic backgrounds;" to "Stereotypes as it relates to ethnic and other diverse backgrounds." <br />8 Commissioner Grefenberg addressed issues he'd experienced in addition to types of <br />9 discrimination addressed during the Imagine Roseville 2025 visioning process. <br />10 <br />11 Commissioner Kennedy cautioned that when GLBT issues were brought to the table, it could <br />12 dilute the race issue. <br />13 <br />14 Chair Singleton recognized that with several legitimate issues to be pursued, another meeting <br />15 would be needed to explore them further. He suggested that discussion focus on Ms. <br />16 Rivamonte's presentation, to determine if a subcommittee be formed to initiate planning for <br />17 another forum. <br />18 <br />19 Discussion included involving a diverse group of high school students; benefits of a longer and <br />20 more aggressive planning process; perceived role of men and women in the proposed subjects for <br />21 future dialogue; future partnerships, including plans with the League of Women Voters; and <br />22 involvement of "professional do-gooders." <br />23 <br />24 Chair Singleton opined his support for pursuing another HRC-sponsored forum; suggested <br />25 further discussion at the May meeting; and requested that he and Ms. Rivamonte meet to discuss <br />26 her involvement now that she is no longer under the United Way umbrella. <br />27 <br />28 Discussion of Proposed Ordinance to expand focus of Human Rights Commission <br />29 City Manager Malinen presented a proposed draft of ordinance changes to expand the focus of <br />30 the Human Rights Commission and a proposed report to present to the City Council. <br />31 <br />32 Discussion included the revisions since the last HRC meeting; proposed concept of the HRC, <br />33 rather than staff, being an implementation tool of the City to attempt further outreach for <br />34 neighborhoods and diversity, as part of the Imagine Roseville 2025 visioning process goals and <br />35 strategies and to achieve more structured interaction and outreach as neighborhoods are <br />36 identified; using block captains as a resource from which to work; 87 neighborhood gatherings in <br />37 2008 as part of the National Night Out event; and creating greater long-term structure within <br />38 those groups. <br />39 <br />40 Discussion included grant and funding source availability and how to get the dialogue from the <br />41 forums to the neighborhood level. <br />42 <br />43 Commissioner Grefenberg provided a handout with his suggestions to the "Request for Council <br />44 Action" report to provide consistency with the 2030 Comprehensive Plan Update, as well as the <br />45 Imagine Roseville 2025 visioning process goals. <br />
