Roseville Human Rights Commission <br />Meeting Minutes -April 14, 2009 <br />Page 4 of 7 <br />1 Commissioner Grefenberg suggested including "and responsive," in the Purpose Statement <br />2 language (last sentence, Section 204.03), to avoid instances from the past when citizens didn't <br />3 perceive that local government was being responsive; and opined that this language would more <br />4 fully reflect comments from the Imagine Roseville 2025, and would provide a sense of action. <br />6 Motion -Member Grefenberg moved, seconded by Member Kennedy to recommend to the City <br />7 Council revised language of the last sentence in Section 204.03: Purpose, as follows: <br />8 "Additionally the Commission will work to increase the sense of community by reaching <br />9 out to all members of the community and ensuring that our city government and its <br />10 activities, programs services are accessible, understandable, [and responsive) by all." <br />11 Motion carried: 7/0/0. <br />12 <br />13 Additional discussion was in proposed revisions to Section 204.05: Duties, F, related to <br />14 monitoring demographics. <br />15 <br />16 Discussion included monitoring and sharing demographics to provide more understanding of <br />17 diversity issues and community make-up; perception of long-term Roseville residents and <br />18 demographic changes with the 2010 Census; changing language of #F.2 to "[co ]sponsoring or <br />19 [facilitating) events;" other community groups that the HRC could align with for such events; <br />20 and that the HRC not consider any events without partners. Commissioners concurred. <br />21 <br />22 Commissioner Grefenberg opined his passionate disagreement with the first three sentences in <br />23 Section F, based on his concerns that "demographics" was perceived as isolated to the U.S. <br />24 Census, and their exclusion of domestic partners in the 2010 census data. Commissioner <br />25 Grefenberg distributed a handout, related to this intent and potential for further exclusionary <br />26 statements. Commissioner Grefenberg requested that the language in Section F be revised to <br />27 include "Monitor demographic [and other diversity) trends... <br />28 <br />29 Commissioner Kennedy, as a demographer, spoke to the value of broad sources to establish <br />30 demographic trends and the need to retain the demographic term as a way to identify diversity <br />31 from numerous sources. <br />32 <br />33 Discussion ensued regarding the intent of the language and interpretation of that language. <br />34 <br />35 Motion -Member Grefenberg moved, to recommend to the City Council revised language in <br />36 Section 204.04: Duties, subd. F, line 55, to delete the word "demographic" from "... increasing <br />37 diversity through, but not limited to...:" <br />38 <br />39 The Chair declared the motion failed for lack of a second. <br />40 <br />41 Motion -Member Oftelie moved, seconded by Member Grefenberg to recommend to the City <br />42 Council revised language of the last sentence in Section 204.04: Duties, to remove "other" so the <br />43 sentence reads as follows: <br />44 "Monitor demographic and other trends..." <br />45 <br />
