Roseville Human Rights Commission <br />Meeting Minutes -April 14, 2009 <br />Page 5 of 7 <br />1 Commissioner Grefenberg spoke in opposition to the motion, without a friendly amendment to <br />2 remove "demographic" from line 55 or to add, "and other" to line 53. <br />3 <br />4 Commissioner Oftelie was not amenable to accepting the amendment. <br />6 Discussion included discernable differences, opinions and lifestyles as they related to <br />7 demographics and exclusionary interpretation of such; and other interpretations of opinions or <br />8 any measurable data; and the need for the HRC to rethink how certain terms may be offensive to <br />9 some groups.. <br />10 <br />11 Further discussion ensued related to potential revisions of the original motion. <br />12 <br />13 Motion -Member Oftelie moved, seconded by Member Grefenberg to revise their original <br />14 recommendation to the City Council in Section 204.05: Duties, F, as follows: <br />15 "Monitor [statistical and other data) trends in our City and identify and <br />16 recommend to the City Council ways to encourage mutual understanding among our <br />17 citizens about the [community's] ~~°~°~~~„^ a°~^^-~°,.i,:,. diversity through, but not <br />18 limited to:..." Motion carried: 7/0/0. <br />19 <br />20 Motion -Member Kennedy moved, seconded by Member Jaeger to recommend to the City <br />21 Council revision of language in Section 204.05: Duties, F, #2, to "[Co ]sponsoring citywide <br />22 neighborhood and community events..." Motion carried: 7/0/0. <br />23 <br />24 Further discussion included interpretation of "holistic approach" and its intent for a more natural <br />25 or unforced engagement process and all-encompassing and including all facets of life; <br />26 <br />27 Commissioner Grefenberg asked that the minutes reflect the intent for including holistic <br />28 language. <br />29 <br />30 Commissioner Grefenberg. expressed concerns with the Request for Council Action, page 1, <br />31 Background Section, to include reference to the Imagine Roseville 2025 original report in the <br />32 first bullet point listing those goals, lines 23 - 26. <br />33 <br />34 Motion -Member Grefenberg moved, seconded by Member Yates to recommend to the City <br />35 Manager revision of the Request for Council Action report to include reference to the language <br />36 included in the original Imagine Roseville 2025 report, lines 23 - 26, as amended in <br />37 Commissioner Grefenberg's suggested changes to the report in his bench handout. -Motion <br />38 carried: 7/0/0. <br />39 <br />40 Motion -Member Grefenberg moved, seconded by Member Kennedy to recommend to the City <br />41 Council continuation of the name of the Human Rights Commission without change to that <br />42 name, recognizing the traditional function of the HRC as a protector and advocate for human <br />43 rights for all Roseville residents; and that the HRC be broadened in its scope to include issues of <br />44 diversity and community, including development of strong neighborhoods. <br />45 <br />
