Roseville Human Rights Commission <br />Meeting Minutes -April 14, 2009 <br />Page 6 of 7 <br />1 Commissioner Yates opined that the document (ordinance) needed to speak for itself; and further <br />2 opined that if the HRC's intent was not already reflected in the document, then the HRC had not <br />3 done their job. Motion carried: 5/0/2 (Jaeger; Yates). <br />4 <br />5 City Manager Malinen advised that the staff report would be revised and the draft ordinance <br />6 amended as per recommendations of the HRC. <br />7 <br />8 Discussion whether Commission should seek Bremer Foundation Capacity Building <br />9 Training funds <br />10 City Manager Malinen briefly reviewed potential grant funds for Minnesota Local Human Rights <br />11 Projects; and staff's intent to seek any available funds. <br />12 <br />13 Discussion included application deadlines; definition of proposed projects; capacity building at <br />14 advisory commission levels; and identification of potential facilitators or strategic planning. <br />15 <br />16 Consensus of Commissioners was to pursue applicable grand funds from the Bremer Foundation. <br />17 <br />18 Discussion of Participation in June 22, 2009 Rose Parade <br />19 Commissioners briefly discussion participation in this year's parade. <br />20 <br />21 Discussion included past parades with Essay Contest Winners and available Commissioners as <br />22 participants; and HRC visibility in the community. <br />23 <br />24 Chair Singleton asked that the record reflect that Commissioners expressed agreement to <br />25 participate in the 2009 parade; and asked that Commissioner Oftelie work with him in <br />26 coordinating participants and in processing the application to staff. Chair Singleton asked that <br />27 interested and available Commissioners advice him of their willingness to be involved in this <br />28 community event. <br />29 <br />30 Several Commissioners noted scheduling conflicts that would negate their involvement this year. <br />31 <br />32 Discussion of Darfur Divestment Resolution <br />33 Discussion ensued regarding a letter dated March 18, 2009 to former HRC Chair Janet Delmore <br />34 from State Senator Sandra Pappas related to genocide in Darfur, Sudan, and seeking passage of <br />35 ananti-genocide resolution related to investment of City funds in companies doing business with <br />36 this regime. <br />37 <br />38 City Manager Malinen confirmed that the City's investment policy would not facilitate the City's <br />39 investment in such commercial investment mechanisms, and that support of such a resolution <br />40 would be mostly symbolic, based on that policy. <br />41 <br />42 Motion -Member Grefenberg moved, seconded by Member Jaeger to recommend to the City <br />43 Council that no action be taken on the proposed resolution included in the March 18, 20091etter <br />44 from State Senator Pappas; based on the City's current investment policy and no intended <br />45 changes to the policy. Motion carried: 7/0/0. <br />
