Approve Community Development Department Request for a Ramsey <br />County Court Citation for Unresolved Violations of City Code at 1128 Sex- <br />tant Avenue <br />Community Development Director Patrick Trudgeon provided an update of this <br />property, with pictures taken earlier today, of continuing code violations in the <br />subject backyard; and recommendation for a court citation rather than City <br />abatement to avoid undue responsibility by the City for personal property being <br />stored on the exterior of the property. <br />Mr. Trudgeon advised that staff had been in contact and discussion with the prop- <br />erty owner, Dr. Kenneth Meyer, 333 South Seventh Street in Minneapolis; and <br />that while some progress had been made, it was not sufficient to adhere to per- <br />formance standards and protect the integrity of the neighborhood. <br />The property owner was not present at tonight's meeting. <br />Councilmember Pust requested of staff, for the benefit of the public, to define <br />those issues related to outside storage of personal items; and how to resolve those <br />issues; which Mr. Trudgeon duly provided. <br />Mr. Trudgeon also reviewed the abatement process; as well as Ramsey County ci- <br />tation process proposed. <br />Discussion among Councilmembers and staff included verification by staff that <br />the tarp in the backyard did indeed cover a boat and not other personal property. <br />Johnson moved, Pust seconded, directing staff to proceed with issuance of a Ram- <br />sey County Court Citation to the property owner of 1128 Sextant to ensure <br />abatement of public nuisance violations, as detailed in the. Request for Council <br />Action dated June 8, 2009. <br />Roll Call <br />Ayes: Johnson; Pust; Ihlan; and Roe. <br />Nays: None. <br />
