PLANNING FILE 09-Od2 <br />REVISED Request E�y Art Mueller for approval of a COMPR�HENSIVE LAND i1S�. <br />PLAN AM�NDMENT to change the land use designation of 2025 Caunty Road B <br />#rom Low �ensity Residential. to High Density Residentiai; REZONlNG of the <br />property from Sir�gle-Family Residence to Planned Unit �evelopment (PUD} with an <br />uncier6yinglbase zoning of General Residence District; and a GENERAL CONCEPT <br />PLANNED UNIT DE.VELOPM�NT (PUD) to allow the canstruction of a 55-unit, 3- <br />story Acti�e Senior Li�ing Community <br />Chair 8akeman opened th�e Public Hearing for Planning Fife 09-002 (9:25 p,m.) <br />10 City Planner Thomas Paschke reviewed staff's analysis of the request of Art Mueller, in <br />11 cooperation wifh Sue and Andrew Weyer, property owners, to redevefop the property at <br />�2 20Z5 County Road B into a thcee (3) story, fifty-five (55) unit senior living community. <br />i3 <br />�� <br />'� 5 <br />1� <br />17 <br />18 <br />i� <br />2G <br />21 <br />22 <br />23 <br />24 <br />�� <br />26 <br />Mr. Paschke advised that, in general, the design was sirrtiiar to that previausly presented, <br />but with a reductian fn the number of stories to three (3) and reduction in the number of <br />units at f.ifty-five (55). <br />Mr. Paschke reques#ed that the Commission dearly address whether they suppor�ed <br />guiding the subject parcel to a designaiian other than L.ow Density i:n order to establish a <br />foundation for further review of tF�e current praposal. <br />Staf� recommended the following actions reiated to the request of Art Mueller to <br />redevelop 2025 County Road B with a 55-unit, 3-story Ac#ive Senior Living Community: <br />9.1 RECOMMEND APPROVAL of the COMPREHENSIV� LAND USE MAP <br />AMEf��MEN� of 2025 County Road B from Low Density Residential (LR) to Fligh <br />Density Residential {HR) <br />9.2 RECOMEMND APRPOVAL of the REZONING af 20�5 County Road B from Single <br />Family Residential (R-1) to Planned Unit De�elopment (PL1D), with an underlying <br />zoning of General Residence Dis�rict (R-3). <br />2� 9.3 RECOMMEND APPROVAL of the GENERAL CONCEPT PLANNED UNIT <br />�� DEVELQPMENT, as prepared for the March �4, 2009 Planning Commissio� meeting; <br />2� subject to fhe canditians de#ailed in Section 9 of #he staff report; with final appraval by <br />3o fhe City Council considered aft�r ail canditions and required documents and permits <br />3� have been submitted for final appro�al; with those final approvals considered as a <br />32 separaie apPlication process. <br />33 <br />3� <br />35 <br />3� <br />37 <br />3� <br />Chair Bakeman lead a discussion for clarificaEion on Iand use designa#ian categories for <br />density: Low E�ensity at 0#a 4 unitslacre; Medium Density at 5— 12 unitslacre; and Higi� <br />Density greater th.an 13 unitslacre. <br />Staff noted that this proposed use was consistent with 6— 7 other senior or rr�ulti-family <br />type residential projects appro�ed by the City over the last ten (10) years in similarly <br />related surroundir�g neighbarhoods. <br />39 Applicar�#, Art Mueller, 2201 Acorn Road <br />�o At the request af Chair Bakeman, Mr. Mueller addressed the differences between the <br />�� previous and current proposal, based on public testimony and Planning Commission <br />�� concerns. Mr. Mueller noted reductians in square footage, the nurrtber af units, additional <br />43 undergraund parking spa.ce; and his suppor� of the seven (7} staff-recommended <br />�4 conditions as d.etailed in the staff report dated March 4, 2009. <br />a5 Tim Johnson, Station 19 Arc�itects <br />4� On behalf of Mr. Mueller, Mr. Johnson provided re�isions to the architectural nature of the <br />a7 building and relative lacation and setbacks ta Midland Grave Road; reduction in the <br />a8 overall footp�int; and relocation af the dri�eway and minimal reduaed pavement area, in <br />�s addition to meeting setback requirements. <br />�0 Mr. Johnsan asked that the Planning Commission consider land �se designation higher <br />�1 than Low Density; opining that this parcel was not, but should have been, considered in <br />�2 the overall Comprehensive Plan Update, recently completed and currently before the <br />
