The City shall not pay for outi-af-state travel when council members have <br />announced their intention tio resign, not to seek reelection, or who have been <br />defeated in an election, ut�less said council member is a mernber of a national. <br />committee vvhere their presence is required at that meeting; and, upon request, the <br />City Council may a�thorize out-of-state travel for newly-elected officials who <br />have not yet taken office in order to attend training, <br />13.
