July 13, 2009
Remarks to the Roseville City Council July 13, 2009,
By Gary Grefenberg, 91 Mid Oaks Lane, Roseville
Re: Senior Housing Planned Unit Development proposed
for 2025 County Road B
I'm speaking tonight solely as a Roseville resident and as a
community activist who has participated in the year-long
process of updating Roseville's Comprehensive Plan.
My remarks relate to the first step you will be asked to do
tonight, that is, to amend the Comprehensive Plan to allow
this Senior Housing project to move forward. And my
comments are largely based on the work that went into the
new Comprehensive Plan 2030. As a member of the
Comprehensive Plan Update Steering Committee, I made every
meeting and read every Minute, often amending the Minutes so
as to better communicate the Steering Committee's intent,
sometimes to the annoyance of my fellow Steering Committee
members.
Based upon that experience and my review of the Planning
Commission minutes (those which were available to the public),
my advice to you is to NOT amend the Comprehensive Plan
tonight, for the following reasons.
(For ease of following the discussion, I'll follow the substance and order
found in the Staff's recommendation., since many of my reasons for
opposing the Comprehensive Plan amendment contrast with Planning
City Council Remarks July 13, 2009 1
