Discuss Amendments to the City Nuisance Code regarding <br />Residential Composting <br />Economic Develapment Associate Jamie Radel summarized the <br />Request for Council Action dated April 13, 2009, discussing several <br />amendments �o Title 4 of City Code related to yard requirements and <br />regulation af residential composting, A draft ordinance was includecf <br />in the report addressing those areas of current ordinance that were <br />toa vague and not readily enForceable. <br />Councilmemb�r Pust opined that it sounded reasonable to provide <br />further direction; however, expressed concerri in language related to <br />yard cover, when the City was encouraging more environmentafly- <br />friendly use of water, and t�e need to consider other landscaping <br />beyond traditianal soci. <br />Ms. �ad�l noted $everal options far environmentally-friendfy yards <br />that wauld minimize water usage; and suggest�d sta€f further braaden <br />vegetation language. <br />Councilmember Roe spoke in support of more detailed explanations in <br />ordinance; and suggested additian of an explanation for yard cover <br />and expansion of other qualified op�ions as well; encouragement of <br />storm water management ort site; and definition of what is and is not <br />acceptable. <br />Mayor Klausing noted that some homes in Rose�ille (e.g., on Dale <br />Street north of Larpenteur} were naturafly wooded; and that those <br />needed to be addressed as naturalistic yards. <br />City Attorney Anderson noted �har "vegetation" was a very broad term <br />a.nd provide substantia! leeway for prop�rty awners, as long as ground <br />�aver was alive, and not "Astroturf." <br />Mayor Klausing nated concerns v+rith composting ianguage and the <br />compreh.ensive list, suggesting that "faded flowers" be removed; and <br />the material list be further defined. <br />Ms. Radel advised staff had drafted proposed r�visio�s based on t�e[r <br />review of similar ordinances in the Cities of Minneapolis and St. Pau�, <br />but that stafF woufd review language further and more specifically. <br />Councilmember Ihlan suggested that another approach would be to <br />http://www.ci:i•oseville.mn.uslarchive.aspx?AMID=&Typc=&ADID=644&PRTVIE'�U=YES 81] 912009 <br />
